		<description>There wasn&#039;t a parking problem on the streets around Rice campus until Rice (inexplicably) made the entire campus pay parking. Everyone pays property taxes, even if they don&#039;t own their house, because those taxes get passed along as a portion of rent.  In exchange for the taxes we all pay, we enjoy certain commodities in common like police and fire protection, and roads.  I actually need streets much less than the average Houstonian since I only drive about 5,000 miles a year.  But I pay for highways and byways all the same. I too would like to only pay for items that actually use, for example since I don&#039;t have kids, why should I pay for your kids education?  Well because living in a society and an economy that needs growth and assets to commercial activity, it&#039;s actually beneficial to pay for some things I don&#039;t actually use directly. Parking once every 20 years on Ashby street to go see a theater show across Sunset isn&#039;t a lot to ask for or expect.</description>
