Actually, all drainage reports submitted to Harris County for approval require the sealing engineer to make a statement that no adverse impacts will occur from the new development.  If the Sierra Club truly feels the Bridgelands made things were, there are technical means to discover this and it can be brought into court.  It actually happens all the time.</description>
