  • There are no mandatory minimum parking requirements downtown. As such, there is also very little FREE off-street parking.
    If, during periods of peak demand, 30% of parking still goes unused, then it indicates two things. First, zero parking minimums does not mean zero parking. Second, parking is like another other valuable good: supply and demand respond to price changes. If you under-price parking (i.e. price it at zero) it will be over-consumed and under-supplied. The more valuable land gets, the more under-supplied it’ll be.
