		<description>With regard to the speed bumps, perhaps no one complained to the right people. 

A townhouse developer installed two speed bumps on Nolda Street near TC Jester to slow down traffic in front of his newly built units. I called 3-1-1 and lodged a complaint. The very next morning, two city trucks showed up and removed the speed bumps in short order. I was VERY pleased with the City's efficiency (for once).</description>
