		<description>Doesn't eminent domain have to pay FMV?  $50/sf is definitely NOT FMV for that area.  And more importantly, for what purpose is the city claiming to be seizing the property under eminent domain?  If it is to widen San Felipe, are they also seizing some of the Rice Food Market and Four Leaf Tower property?</description>
