The problem does not lie with the abandonment of shopping carts…it lies with their theft and removal from the store that owns them. This is throwing taxpayer money down a black hole. Cure the disease, not the symptom.
On the shopping carts, there is an easy solution.
Have a deposit on them which you get back when you return the cart.
In Europe it is done with one Euro coins. While there aren’t many sakageweas in circulation I am sure it could be done with some more modern technique.
