Let me confess that I am made a totally unfounded assumption when I wrote that statement (which sounds like a “fact” on rereading). I think they’re sewer hookups.

Sewer Hookups? Why is that guys butt a large portion of the photo? Is his rear end supposed to be a part of the “art”?
