Tear down, or burn down? Omg, was a family of hoarders living there? Why did someone bother with patching the walls?

$70K for a home in that condition just south of Sunnyside?… Houston’s housing market must be doing great! Looked at the house on a street view and while the neighboring houses seem to be in decent shape could someone help me understand people’s obsession on keeping non-working vehicles around? My HOA requires any vehicles visible from the street to have current registration otherwise they are subject to fines and eventual towing. If they can’t afford to keep it running wouldn’t it be smarter to at least scrap it a put a few bucks in their pocket?
