Tranquility Park is a dud.  . . . Jones Plaza is also a misfire in that all the activity inside the plaza is invisible from the street. The city should snatch up a parking lot or two over by Minute Maid as another amenity for all the new multifamily going in over there and new office construction. The same goes for the southern part of Downtown near where the twin Skyhouses are. Parks get people out and moving around downtown. It is too difficult to redo all the ground floor development in Downtown to make it more street friendly — it is what it is. CITY WILL PAY UP FOR OFF-BRAND BIRDS AT GRB George R. Brown Convention Center, Downtown, Houston, 77002After delaying the vote for 2 weeks, Houston’s city council has approved the reimbursement of Houston First for a bird-themed hanging sculpture that will come to roost in the updated George R. Brown Convention Center as its pre-Super Bowl renovations wrap up. The birds sparked an unanticipated funding debate earlier this month during which several councilmembers took issue with the already-partially-paid-for sculpture’s natural theme as not representative of Houston’s branding, which they asserted should revolve around NASA and global trade. “People come here, they don’t talk about the migration of birds,” said councilwoman Brenda Stardig. Others disagreed, pointing out that the city lies along the Central Flyway (one of the continent’s major bird migration routes) and draws flocks of birdwatchers annually. Because the roads are not a grid, the only option is often the route aligned with vehicular traffic. Occasionally, you can pick your way through neighborhood streets, but the route tends to be very circuitous. A few routes along major right-of-ways could be a God-send if they are true segregated bike paths and not merely a paint stripe. CDC SAYS LUMBER LIQUIDATORS FLOORING CANCER RISKS ARE ACTUALLY WAY HIGHER THAN PREVIOUSLY ANNOUNCED Lumber Liquidators, 5829 W Sam Houston Pkwy Houston, TX 77041The Center for Disease Control and Prevention issued a correction to a report from earlier this month, which summarized the agency’s findings on potentially elevated cancer risks from exposure to certain types of laminate flooring previously sold by Lumber Liquidators. Last year the company (which has 7 stores across the Houston area) was the subject of a 60 Minutes investigation, which claimed that high levels of formaldehyde in some products were the result of cost-saving measures at subcontracting factories in China. Lumber Liquidators reportedly cut ties with its Chinese suppliers, but company stocks are still down roughly 80% from pre-investigation levels. This morning, Reuters reports that the health agency hadn’t converted between feet and meters in some calculations of exposure concentrations, which gave markedly lower estimates of airborne formaldehyde levels than what may actually be produced by the flooring. The corrected numbers paint a more serious picture of health problems allegedly stemming from the products, including an estimated rate of 6 to 30 cancer cases per 100,000 exposures, about 3 times greater than the previously announced 2 to 9. UNDERMINED SPORTS AUTHORITY TO ABANDON TEXAS AS OTHER BIG BOXES ADVANCE WITH GUNS Sports Authority, 2131 Post Oak Blvd., Uptown, Houston, 77056Sports Authority, which in its glory days subsumed East End-based Oshman’s Sporting Goods, is now preparing to pull out of Texas altogether, writes Maria Halkias of the Dallas Morning News. The company laid off 100 employees in January, and was reported to be looking into Chapter 11 after missing a $21-million interest payment on its $643 million debt. Last week the company’s representatives told workers at a store in Dallas that all 25 of the Texas locations would be shuttered, though they didn’t say when. The closures look to include 11 Houston-area shops, part of 140 Sports Authority locations to be culled nationally; Jeff Kittleson of CBRE retail services in Dallas also told the Morning News that there will be “a garden variety of big box users who will want to reposition stores into these locations.” Indoor sporting goods not-quite-theme-park Cabela’s is already slated to open up in League City shortly, and Dick’s Sporting Goods signed leases on spaces at Baybrook, Deerbrook, Willowbrook, First Colony, and The Woodlands malls last year. One way to reduce accidents, improve traffic flow, and decrease left turn times is to prohibit left-hand turns altogether. Left-hand turns would be completed by driving through the intersection and making a u-turn before the next intersection, followed by a right-hand turn. The same lanes would flow faster, and more traffic could be carried with no increase in infrastructure. Left turn times are actually decreased by this method, which seems counter-intuitive. COMMENT OF THE DAY: A DIFFERENT APPROACH TO THE FUTURE OF DOWNTOWN APPROACHES Cars in TrafficAn alternative that I would heartily recommend would be to work on nearby crosstown routes that may serve to relieve pressure on downtown-area freeways. Those would also be expensive and controversial, but also they are the low-hanging fruit; for example running a toll facility along the north-south Union Pacific ROW. Or completing SH 35 and then creating individually-tolled grade separations from there up Scott St. or Lockwood. OST is a very good candidate for this, as is the N. Shepard/Durham corridor. Do anything possible to speed up thru-traffic along Bayous by removing signalized intersections, especially along the Braeswoods, the T.C. Jesters, and of course Memorial Dr. and Allen Pkwy. ROTHKO CHAPEL LIGHTING COULD GET REDONE WITH FUNDS FROM ONLINE CLOTHING AUCTION Rothko Chapel, 3900 Yupon St., Montrose, Houston, 77006Reworking the Rothko Chapel’s lighting scheme is high on the wishlist of things to fund with proceeds from an online auction opening this Monday, David Leslie tells Cara Smith of the HBJ. While no specific plans to modify the space are set yet, the chapel’s executive director hopes changes over the next few years will help with “presenting the chapel in a holistic way that’s inviting, regardless of the day, time or lighting” — though Leslie also reflects that “the mystery of the chapel is that it does change with the light throughout the day, and it’s not static.” The auction is the brainchild of international socialite and chapel board member Lynn Wyatt, who will be putting some of her own high-end couture and art prints on the docket, alongside contributions from a few friends (including Wes Anderson, Elton John, and Tilda Swinton). SOME HELPFUL TIPS FOR PLACING A PARK ON TOP OF AN UNDERGROUND FREEWAY Meanwhile, in Dallas: What goes into the equation to span a park across a multi-lane underground freeway tunnel, as TXDoT’s latest updates on the planned I-45 redo suggest might be possible? Planning for Klyde Warren Park, which covers an underground section of the Woodall Rogers Freeway between I-35 and I-45 at the edge of downtown Dallas, had to take into account everything from the weight of hundreds of thousands of feet of fill, potential damage to structural elements from root systems, anticipated visitor weight, and all the other little projects that private donors wanted to add. Project coordinators also faced mid-project fire code changes, limited freeway closure allowances for construction, and a $16.7-million funding shortfall that was eventually closed by 2009’s Recovery and Reinvestment Act.
