Kroger Signature Grocery Store, 1990 Old Spanish Trail at Cambridge St., Houston

An employee confirms to Swamplot this afternoon that the Kroger at 1990 Old Spanish Tr. will be shutting down on January 24th. The formerly 24-hour grocery store (referred to previously as Slow Jam Kroger in Jeff Balke’s 2010 Inner Loop Kroger census, though arguably having earned the nickname Bank Robbery Kroger in the years since) has already reduced its hours and is closing up at midnight these days. Readers report low morale among car-less residents of the nearby apartments; they also report a few slightly mismatched rumors that the land has been sold to a big name  in the Medical Center.

Proposed Astrodome Parking Garage Plans

Here are some of the plans the Harris County commissioners looked over this week as they reviewed the engineering study for the proposal to raise the Astrodome’s below-grade floor and stick a parking garage beneath it. The view above shows an entrance ramp for cars from the east, with a service ramp running up from the southwest; NRG Stadium is shown peeking in on the scene from the left.

Got questions about the plan, or about anything else Dome-related? Someone claiming to be involved with the project is now taking inquiries from all comers over on Reddit. The thread started up yesterday and was still active this morning; topics addressed so far have included how the latest proposal would be funded, the feasibility of that spiral-ey skeletonized park idea, and the surprising number of people who have suggested turning the Dome into an indoor skiing venue.

COUNTY WANTS TO FILL IN THE ASTRODOME’S FLOOD LEVELS WITH PARKING AstrodomeThere are still no set plans for what will eventually happen to the Astrodome, but the county is already gearing up to work on the parking situation. Tomorrow the county commissioners court will look over an engineering report on plans to raise the main floor of the structure (which currently sits some 30 feet below the surrounding grade) and stick a 2-story 1,400-space parking garage beneath it. The meeting’s agenda indicates that approvals on specifics for the roughly $105 million plan won’t be put to a vote until September; a spokesman for county judge Ed Emmett also tells Mihir Zaveri that no construction would start until after the Super Bowl, regardless of approval. Proposed Astrodome modifications (A-Dome Park)Architects James Richards and Ben Olschner, dissatisfied with the current talk of turning the Astrodome into the world’s largest air-conditioned park, have started drumming up support (and selling t-shirts) for their own idea for overhauling the long-empty structure: stripping the building of all but its core steel structure (“like the Eiffel Tower in Paris”, the duo’s website reads) and adding a spiraling hike and bike trail up to the center of the roof. The duo estimates the project would cost $180 million to execute ($62 million less than what the indoor park plan is estimated to cost); they expect the work could be paid for as a public-private effort like the one that funded Discovery Green (and branded all of its features).

The plan (which also removes all nonessential letters, redubbing the place A-Dome Park) calls for  the replacement of some 13 acres of existing Dome-side parking lot with live oaks, planted in alignment with the building’s steel columns (as seen here from above). 3055 S Loop W Fwy., South Main, Houston, TX 77054

The jutting, Tyvek-wrapped facade of the under-construction Krispy Kreme donut shop at 3055 S. Loop W. has looked like this for a while now, says a reader curious about the store’s progress. Following the North Carolina pastry chain’s complete retreat from the area in 2006 after a lawsuit with its main regional franchisee, the company opened 2 new Houston stores in 2015, though the announced-then-retracted February grand opening date of the Hwy. 6 location turned out to be much more December-ish than originally planned.

Eater attributed the slow-off-the-line opening to permitting delays, though regional franchise manager Guillermo Perales told the HBJ that the delays had to do with fears that the crowds would be too large for the store’s originally-planned infrastructure to handle. As for the South Main store? Posted to the inside of the front window is a highlighted letter from October documenting the donut stand’s theoretical ability to withstand hurricane-strength winds:

UT WRITES BACK TO UH PEN PALS, LAWMAKERS ON HOUSTON CAMPUS PLANS UT Houston Campus Site, Buffalo Lakes, HoustonUniversity of Texas Chancellor Bill McRaven sent a letter yesterday afternoon to a list of higher-ups in Texas higher education and in the state legislature. McRaven’s letter comes in response to a February letter signed by 35 former University of Houston regents and addressed to the same crowd; that letter followed UT’s January purchase of 100 acres near the intersection of Willowbend Dr. and Buffalo Spdwy. for a planned Houston campus. Yesterday’s letter from McRaven repeated past assertions that the still-ambiguously-purposed land would not become another university, and that UT is not trying to hinder UH’s development as a research institution, adding that “it takes two or more to collaborate.” McRaven also writes that UT is including the state higher-ed coordinating board on its task force to determine what to do with the new space, and asks if those opposing the expansion are “really convinced that Houston, the fourth largest and most international city in the U.S., has all it needs in terms of intellectual and innovative horsepower for the decades ahead?” [UT System via Dallas Morning News; previously on Swamplot] Conceptual rendering of proposed UT campus: UT System

JUDGE EMMETT HAS AT LEAST 6 THINGS TO SAY ABOUT THE ASTRODOME Landscaping at the Astrodome, Reliant Park, Houston, 77054It’s time again this Groundhog Day afternoon for the County Judge’s annual State of the County address. Judge Emmett’s speech was slated to include 6 points about the State of the Astrodome (which, as Astros historian Mike Acosta notes, is now fence-free and getting some new landscaping, as pictured above). The points, as summarized by the Houston Chronicle: 1. The Dome is iconic and revered by ‘a large majority’ in the county. 2. The Dome belongs to Harris County and is fully paid for. Upkeep costs are minimal. 3. The Dome is structurally sound, but a major repurposing will cost hundreds of millions. 4. Anything done to alter the Dome must be approved by the Texas Historical Commission. 5. The Houston Livestock Show and Rodeo and the Houston Texans have contractual rights at NRG Park, and the county must keep its end of that bargain with maintenance. 6. UT Houston Campus Site, Buffalo Lakes, Houston

The deal is sealed on the University of Texas’s purchase of a 100-acre hunk of land south of South Main St. as of last Friday. The sale marks the first concrete move toward UT’s planned Houston campus, though closings on the parcel patchwork comprising the rest of the 300-ish ac. likely won’t wrap up until early 2017, according to a press release from the school’s Office of Public Affairs.

The sold land is a forested tract northwest of the wiggly intersection of Willowbend Dr. and Buffalo Spdwy.; the property is split along a northwest-southeast diagonal by a linear drainage feature which makes an appearance in those preliminary campus designs (shown from the north in the image above).

That land was owned previously by Buffalo Lakes Ltd., an entity associated with UT grad John Kirksey of Kirksey Architecture. A plan for a Buffalo Lakes master-planned community (see below) was drawn up more than 4 years ago by Kirksey for the same space:

Sol Lynn/Industrial Transformers Superfund Site, Knight Rd. at 610 South, Houston, 77054

On your way home from checking out the new UT campus site, you might pass by 1 of the 6 Superfund sites located within Beltway 8 — but you almost certainly won’t notice. Just across the Sam’s Club parking lot from the former home of Astroworld, the Sol Lynn/Industrial Transformers site (tucked behind the brush-covered chainlink fence on the right, in the photo above) has no signage identifying it as a project on the EPA’s National Priorities List for cleanup. The little site at Knight Rd. and the 610 feeder is surrounded on two sides by an innocuous grassy lot:

Fun With Superfund

UT Houston Campus Site, Buffalo Lakes, Houston

Some zoomy conceptual renderings of the University of Texas’s coming Houston campus, centered on the largely undeveloped intersection of Buffalo Spdwy. and Willowbend Blvd., made their debut at last month’s Board of Regents meeting, where the intended purchase of land for the project was announced. Buffalo Spdwy. gently winds through the drawings of the new campus to a track and several baseball diamonds along Holmes Rd. (which runs horizontally across the top of the image above).

Although the images are only “concepts”, the pictures do provide a sense of how the campus might unfold: For example, that linear water feature shown at the center of the campus aligns with an existing drainage ditch on the property, and the 3 long, low structures in the foreground are good candidates for parking garages, which will be needed regardless of the new institution’s yet-to-be-decided purpose.

Existing residential communities and industrial parks are here rendered as sparsely-treed fields — the boundary of the land slated for purchase by UT currently houses several apartment complexes on the north side and the Orkin Industrial Surplus facility to the south.

But another conceptual rendering (this one looking northwest across Holmes Rd. towards the distant Williams Tower) shows the campus in place amongst some of its eclectic neighbors:

IS CLOSING Signature Kroger, 1990 Old Spanish Trail at Cambridge St., HoustonCiting the demographics and income levels of the surrounding neighborhood, officials from Kroger tell Dwight Boykins that the Signature Kroger at 1990 Old Spanish Trail, immediately north of UTHealth’s Research Park complex, is closing, the council member reports. The store is the closest supermarket to the Texas Medical Center main campus. Boykins cited the decision in explaining why he delayed a vote on Kroger’s request for a $775K tax abatement connected to the expansion of the company’s distribution center at 701 Gellhorn Dr., near the intersection of the East Fwy. and the East Loop. Kroger was granted the abatement by a vote of city council yesterday, with Boykins absent. THE ASTRODOME’S FIRST SOLUTION TO ITS CAN’T-SEE-THE-BALL PROBLEM Reliant Astrodome, Houston (6)Before players had that problem losing fly balls in the glare, before a portion of the skylights were painted over, before anyone in Houston had ever considered replacing the outfield grass with something called AstroTurf, there was another system installed in the Astrodome meant to help baseball players keep their eyes on the ball. The Houston Chronicle‘s special section on the Harris County Domed Stadium — on the occasion of its 50th anniversary (today) and birthday party open house (tonight) — includes a reprint (PDF) of the same newspaper’s Astrodome extra from April 8, 1965, the day before opening day. And featured on page 62 is a short preview of the stadium’s space-age air-cleaning technology: “An unusual Honeywell-engineered ultraviolet sensor will run a continual check on the transparency of the air. If it gets murky — from dust or tobacco smoke — the system will signal stadium engineers to open a battery of cupola exhaust dampers. Because air cleaners continuously scrub the air electronically, then pass it through special charcoal filters to sieve out any odors, air inside the stadium normally will be fresher and cleaner than the air outside. ‘In fact, it should be the cleanest air in all Texas,‘ says Lamar Bordelon, Honeywell project engineer on the stadium job. The Honeywell system has an ultraviolet lamp underneath the seats along the third-base line, focused on an ultraviolet sensor in similar position along the first-base line, 700 feet across the stadium. These continuously indicate the transparency of the air between them on a meter located on the control center. Over at the south end of Buffalo Speedway below West Bellfort, land is being cleared for a new development, these pics from last week show. The view is over the back fence of the 3-year-old Connection at Buffalo Pointe apartments, at 10201 Buffalo Speedway. JUST A BUNCH OF GUYS HANGING OUT ON THE ASTRODOME ROOF Visitors to Astrodome Roof, HoustonAstrodome security wasn’t the tightest during the Rodeo of 2012, it appears. That’s when builder Russell Hancock snuck inside the unused stadium and sent photos of some of the sorry scenes he found there to Swamplot — sparking a spate of media interest in the long-ignored venue. But Hancock wasn’t the Astrodome’s only unauthorized visitor that year. Brewskies in hand, 4 dudes with cameraphones also snuck into the structure, though it appears they spent much of their time exploring the structure’s peripheral spaces. Over this past weekend, one of the 4 posted an album of pix from their years-ago nighttime venture, the stars of which are the explorers themselves; with blanked-out faces, they’re seen hanging out in locker rooms, hiding in ice machines, operating the scoreboard controls, and pretending to tend bar in an upper-level suite. The highlight, though, is clearly the roofwalk: “After walking around on the top floor,” the anonymous poster writes, “I decided we should try to find our way onto the roof. Not kidding at all — the first door I opened, what looked like a closet door, had a ladder in it. So of course we climbed that shit. It went up about 15 ft. to a hatch that wasn’t locked. So we popped our head out and there was the roof. To the Astrodome. It was surreal. We started to climb up the sky lights to try to get to the top, but about 20—30 ft. up we realized that was probably not the best idea.” [imgur] Photos: Astrodome713
