COMMENT OF THE DAY: WON’T GET MOVED AGAIN “The move out procedure has been pretty crazy so far. You have to go and schedule your move out date (down to a 4hr window) to qualify for any of the incentives (a month of rent back) if they catch you moving outside of the window they claim they could hold out on the incentive. You have to make the move out appointment soon, i.e. in the next couple days. What we found was that it made for a difficult time finding a new place given the strong rental market right now. My family member is on a fixed income, so we needed cheap with easy bus access. “Move out concierges” are standing by to assist renters in the massive 4444 Westheimer apartment complex to deal with their impending evictions residence transitions. “Each resident has a specific member of our concierge team assigned to assist them to make their transition as smooth as possible,” a release sent to the Chronicle by property owner Oliver McMillan states. “In addition, we have developed a comprehensive move out package which includes a listing of neighboring communities, moving procedures and an incentive plan. The move-out plan includes incentive payments for up to a one-month rebate of rent plus return of full security deposits. Our concern for our residents is that we help them find a new home and that their move from 4444 Westheimer is done in a safe manner for everyone who lives there.”

No matter their function, the presence of actual concierges should help upgrade the overall feel of the property, which used to be known as the Westcreek Apartments. Oliver McMillan plans to move it, too: To River Oaks. After the apartments near the corner of Westcreek and Westheimer (just west of the Highland Village Shopping Center) are demolished (sparing units north of Bettis Ave.), the company plans to change the property’s name to the River Oaks District, and begin construction there of a $275 million mixed-use center.

The conquest of a long strip of land between Travis and Main known as the Midtown Superblock was completed last month, Shaina Zucker reports in today’s Houston Business Journal. The strip center at the corner of Travis and Anita once known as Liberty Square, and more recently for tenants Escobar and the Thien An sandwich shop, was sold to the Midtown Redevelopment Authority in September. Escobar, Thien An, and a second nightclub in the building will have until the end of the year to scram. The TIRZ plans to swap the land under the strip center with Camden Property Trust, in return for a couple of properties at the northern end of the same superblock.

That’ll give the Midtown authority a tiny bit less than 3 acres of land facing McGowen St., leaving Camden with the superblock’s slightly larger southern portion. The organization plans to build a park on its end — but one that includes 8,500 sq. ft. of retail space and 250 underground parking spaces, according to Zucker:

HOW QUICK TO KICK ’EM OUT AND TEAR IT DOWN? “Can a developer who buys an apartment building (or duplex, four-plex, etc.) simply ignore an existing lease’s terms and give 30 days notice before knocking it down to build something new? Half the real estate developer/lawyer types I know have told me ‘no way.’ They say a contract is a contract and the new owner has to abide by that and let you live out the lease or offer a buyout. But the other half say there’s a loophole in Houston permitting that says if the new owner plans to tear down the building, once they have their variance granted, they can ignore the lease terms and just give 30 days notice to move out. COMMENT OF THE DAY: HOW THEY DID IT BEFORE AIR CONDITIONING “At the risk of stating the obvious, the reason for the interior corridor windows and clerestory, as well as the central corridor slot with metal grid, is for chimney effect for ventilation in the pre-AC days. Apartments of this vintage often had to resort to innovative ways to get ventilation, like the angled window bays of Wilshire Village. The grid looks like it’s part of the floor of the second floor corridor, which would be perfectly reasonable if you’re trying to create a walkable but air-permeable floor.” [marmer, commenting on Taking on a Rough Midtown Trio]

Montrose-area real
estate investor (and frequent Swamplot commenter) Cody Lutsch expects to close later this month on 3 apartment buildings on Holman just east of HCC between Crawford and 288 that he calls “the worst of the worst” in Midtown. A web listing for the properties cautions potential buyers: “DO NOT WALK THE PROPERTY AND DISTURB THE TENANTS. (it’s for you own good, i mean it).” Lutsch calls the group of buildings, which date from 1938 and has seen half a dozen owners over the last 10 years, “very very rough . . . Police are always going over there, there is drugs, prostitution . . .”

What’s to become of the Andover Richmond Apartments at the corner of Richmond and Graustark after all the residents move out? This, after a little site-scraping: A 270-unit Trammell Crow complex called The Muse. A source tells Swamplot the 4-stories-over-garage concoction will be very similar to the Alexan West University going up on the former site of the Courts at West University at Law and Bissonnet — but without all the angles dictated by that stealth-fighter-shaped site. ABOUT THOSE “EARLY MORNING” CONCRETE POURS A neighbor of the Park Memorial construction site in Rice Military writes: “Just a question on Houston city ordinances. Are there any restrictions on construction in the middle of the night? I was awakened at 3 am this morning by a massive concrete pour. The site has been lit up with floodlights and there are multiple trucks with back up signals, machinery noise and yelling workers. I found some general noise ordinances but wondered if there are any other rules? This is as bad as any nightclub or worse.” [Swamplot inbox; previously on Swamplot]

ASHBY HIGHRISE FUNDING HUNT ENDS WITH HUNT FUNDING The developers of the Ashby Highrise tell Nancy Sarnoff they’ve got funding for the 21-story apartment tower that’ll replace the Maryland Manor Apartments at 1717 Bissonnet. The money’s coming from an El Paso real estate firm named Hunt. Buckhead Investment Partners also names the contractor they’ll be working with: Linbeck, whose top executive “lives in the neighborhood adjacent to the building site.” (Leo Linbeck III also started his own Super PAC, aimed at kicking out incumbents of both political parties in Congress.) The 8-plex at 4725 Oakshire went down in a cloud of dust last week. “Bummer,” writes Jared Meadors, the landlord next door who bought and renovated the largely identical building at 4719 Oakshire 10 years ago. And who claims he “would have totally paid more than lot value for these and restored them as I did the units at 4719” if he’d had the chance. Meadors’s pinkish brick building to the west of the cleared lot is visible at the left of this photo:

What’s going to replace the Willowick Court Townhomes (at right) at the corner of West Alabama and Las Palmas, west of Weslayan? Newer townhomes — at least for the strip along the west side of Las Palmas, on the western edge of the property. It’ll be covered with 38 3-story townhomes, about a dozen of them with rooftop patios. For the larger portion of the 11-acre site, Martin Fein Interests is planning 2 big blocks of apartments. The block pictured above from West Alabama will have 325 units in 6 stories on top of a 2-level parking garage, with a garden and pool in the courtyard and towers at the corners. Another 188-unit block lining West Main will have 7 stories on top of a single-level garage and feature an 8th-floor wine bar on the southeast corner (at left in the above image), a source tells Swamplot. The view below shows that building’s southeast corner, with the larger structure visible beyond it:

Tenants in a bank of courtyard-style apartment complexes across from Poe Elementary School at the northwest corner of North Blvd. and Hazard St. have received notices that their structures have been sold and will be demolished, so that the buyer can build single-family dwellings in their place. “I know one tenant has a lease until May 2013,” a source tells Swamplot, “but they are offering free rent for Sep/Oct if the tenant agrees to vacate by Nov 1.” Another tipster claims the buyer is Lovett Homes, and that the homebuilder plans to build 6 new “very high end” homes on the property.

The lone residential unit atop the Proguard Self Storage office at the corner of Heights Blvd. and Center St. is available for you to rent — and of course fill up with stuff. Unlike the other units located on the premises, this one comes with a kitchen, a washer and dryer, and an actual bathroom, but lacks roll-up doors. Like the other units, it’s all bills paid.
