OLD-SCHOOL CHICKEN WINGS TRYING WHERE CARLOS MENCIA’S MODERN MEX FAILED Pluckers Wing Bar will be moving into the vacant building at 1400 Shepherd in the West End, one of the 3 Maggie Rita’s locations that comedian Carlos Mencia and Santiago Moreno decided earlier this year to close. Some attributed Maggie Rita’s struggles to a stated misunderstanding of the tastes of some of its patrons; Moreno told Eater Houston that women care only about margaritas. Meanwhile, this will be the 16th Pluckers — a guy-friendly concept that sticks to sports, beer, and Dr Pepper-flavored chicken. COMMENT OF THE DAY: IN THE HEIGHTS, GOOD FENCES MAKE GOOD PEDESTRIANS “Front yard fences in the Heights are to keep people from walking through your yard. Many streets do not have sidewalks, and some pedestrians don’t understand that the edge of the yard is where you are supposed to walk. We don’t have a front yard fence due to the city easement, and people have come up almost to the front door going through the yard. BUFFALO BAYOU PUMP-N-SPRITZ ON THE FRITZ Open Channel Flow — that 60-ft. public showerhead behind the Lee and Joe Jamail Skatepark — cost $154,000 to build. Apparently, that sum didn’t include any rainy-day money for maintenance: Pump all you’d like, reports Hair Balls’ Brittanie Shey, but nothing’s coming out. To find out why, Shey says she contacted the artist, Matthew Geller, city council member Ed Gonzalez, and members of the Buffalo Bayou Partnership and Houston Parks, and no one had an answer. Eventually, Gonzalez’s chief of staff was able to pass the buck: “He told me that the artwork falls under the jurisdiction of the Public Works and Engineering department, and that the department had fielded a request in March to repair the sculpture. Proximity to Memorial Park isn’t that great unless you live right by the park and walk. Otherwise, it still requires getting in a car and parking. As the thrown-up townhomes age and the scene has moved elsewhere, people are going to question whether living in a hood with narrow streets, rare parking, older townhomes, a train track through the middle, and awkward access into Downtown is really worth $400k+. COMMENT OF THE DAY RUNNER-UP: THE NEXT STAGE FOR WASHINGTON AVE “It’s amusing to hear all of the talk about Wash. Ave. becoming the next ‘Richmond Strip.’ Ever since Washington became popular, people have made this quip. But it is simply not true. For one, it’s a different time and completely different location. It is a major thoroughfare in the inner loop, and close to many popular and affluent residential areas. If it ceases to be a clubby/trendy destination, then all the better, since that is in all likelihood not the best use for the area. The surrounding areas have experienced large growth and will continue to densify. Washington’s future will not be determined by the clubby bar scene, nor should it. It is a prime location for mixed use — restaurants, more casual bars, and residential. Houston is BIG, growing at a fast pace, and increasingly becoming populated by a younger generation who don’t want to live in the ’burbs. Among a trio of metal-clad homes built a decade or so ago north of a Washington Corridor rail yard and a few blocks east of Heights Blvd. is this tilt-topped contemporary sited in a neighborhood someone decided to name Kalitta. Its stained concrete flooring on the first level glows beneath the furry exposed truss ceiling. The 2001 property showed up on the market last Tuesday, asking $425,000.

Local planning firm Asakura Robinson has released a 250-page study on the past, present, and future — as they would like to see it — of the Washington Corridor. The study seems to stem from Better Block Houston, a kind of experiment the firm performed in a vacant lot near their mural-stained offices on Washington and Silver: The street was transformed into a pop-up plaza: Food trucks rolled in, bike repair stations set up, and local retailers spread out. The study imagines this kind of pedestrian life happening along the entire length of Washington, from Westcott to I-45 and between I-10 and Buffalo Bayou.

COMMENT OF THE DAY: A LITTLE 411 ON THAT 2010 $6 MILLION 380 SOUTH OF I-10 “For the record, the Ainbinder 380 Agreement did not include drainage detention, they simply tied into existing storm sewer systems — there were no ‘improvements.’ The road was widened at the expense of a tree-lined sidewalk. The sidewalk was ‘abandoned,’ which means ‘is no longer in existence.’ There are no street tree wells and/or no ROW accounted for to plant shade-bearing street trees. The removal of $250K worth of mature Live Oaks resulted in a transfer of this public amenity to Walmart’s parking lot. Yes, that’s right. Public trees were allowed to be replanted on Walmart’s parking lot. And, oh yeah, the four-sided intersection has just two pedestrian signalized crossings. Yes, you can’t actually safely cross on two sides because there are no lights and markings. Why? Because PW&E missed it and the developer didn’t end up having to pay for it. The ‘bridge improvement’ is the biggest boondoggle of them all. Ainbinder wanted to pave it and area civic orgs fought them. Turns out, after coring was performed on the bridge, that the dead load was far greater than known AS A RESULT OF previous paving. That was the second load limit drop. So, Ainbinder window-dressed and spent 380 monies for cosmetic treatments — changing out balustrades and painting A BRIDGE THAT WILL BE TORN DOWN. That is an absurd waste of taxpayer money. Unlike other 380s, the Ainbinder 380 had next to no specifications that ensured deliverables. There were no clawback provisions to ensure public return on the investment. Once the money is awarded to the developer, they can strike or change line items and they still get full payment. The development doesn’t even have to perform to produce new taxes (not just poached taxes), it can be a miserable failure and they still get paid. The folks that were championing this development are now trying to pretend the public infrastructure results were worth $6,000,000 of public money. Guess what? You were wrong then and you’re still wrong now. The proof is right there for everyone to see. An email sent out by the owners of re:HAB says that the bar will have to close and leave its Houston Ave. location by July. (A landlord issue, apparently.) But the email also says a new spot has been lined up — at 1658 Enid and Link Rd. in Brooke Smith — and that it could open as early as August “if everything goes according to plan (yeah right).”

So we’ll take things one day at a time, then. The bar first opened in the renovated (and repainted) former Houston Ave Bar spot along the Spring St. hike and bike trail. This new location is just a few blocks north of the renovated D&T Drive Inn on Enid and about a mile east of the proposed site of Town in City Brewing Co. on W. Cavalcade. The email goes on to describe this building as “nestled on the banks of ‘Little White Oak Bayou,’” explaining that you’ll be able to get to re:HAB this time “by car, bus, bike or kayak.”

This 1940 bungalow in Magnolia Grove had been all set to be torn down, showing up in the Daily Demolition Report on Wednesday. But the previous owners, who bought the 1,200-sq.-ft. Gibson St. house in 2005 and sold it in 2012, say that it has been “spared.” Here’s their story:

After discovering that we were expecting our second child, we quickly realized that the 2 bed, 1-1/2 bath was not large enough for our growing family. We hoped that perhaps a single person or couple would purchase the property. We were naive, of course, as the only offers received were from builders planning to build the typical 3 story, 4K square foot beast near downtown. After much heartache and a few tears, we accepted an offer from Urban Living and fully expected the home to be demolished.

COMMENT OF THE DAY: BRING IT ON “As we all learned from the Ashby debacle, anyone who lives within a 2 mile radius of a proposed project has the right to go all NIMBY on it. Well, I live within a 2 mile radius of this project, and I’d like to declare myself to be a BIMBY — Build In My Backyard. I purchased inside the loop so that I could be in a dynamic urban environment; that includes high density housing options mixed in with single family; that includes the associated traffic; that includes noisy bars letting out at 2am right in the middle of neighborhoods; that includes Ferraris wailing at 120db at 7am on Sunday even if they’re only going 15mph. Bottom line, I’d love it if the Heights became more like Greenwich Village or Tribeca. While the Heights, or Montrose, aren’t likely to get there in the near future, projects like this (and Ashby) help get us just a little bit further in that direction. A LAND USE COUNTERATTACK FROM THE YALE ST. ALEXAN HEIGHTS Though the variance for unrestricted use that Trammell Crow had sought to make way for the Alexan Heights apartments along Yale St. was denied, other amendments to the existing single-family restrictions on that lot bound by Yale, Allston, and 6th that the developer is now seeking might allow the 366-unit complex to go up after all, reports The Leader. And, besides this play in the land use game, it seems as though Trammell Crow has also responded, in part, to the first round of objections coming from neighbors: “TCR has restricted the project’s driveway on Allston Street to be a service exit, left turn only, to divert traffic away from the neighborhood,” reports Cynthia Lescalleet. “[And] if the city will approve a HAWK signal — a crossing signal controlled by pedestrians or bicyclists — at the bike trail adjacent to the . . . site, TCR will fund and build it.” This revised application will go up in a public hearing Downtown this Thursday.
