LITTLE GRAND PARKWAY ON THE PRAIRIE NOT SO SHOVEL-READY AFTER ALL Those pesky federal regulators, ruining all the fun: It’s now looking like the 15-mile-long Upper Katy Prairie paving project known as the Grand Parkway Segment E won’t be getting the bucket of cash Harris County Commissioners Court wanted. County officials will instead request that the $181 million in federal stimulus funds earlier allocated to the way-out-northwest loop road be distributed to other projects: “The recommendation to withdraw the project from the Texas Department of Transportation’s list of stimulus projects was made by Art Storey, who heads Harris County’s Public Infrastructure Department. Storey declined to comment on his recommendation until it is considered at Harris County Commissioner Court’s meeting next Tuesday. ‘Staff and consultants have worked diligently and successfully to be on schedule to meet the deadlines to enable Segment E construction to qualify for and receive the stimulus funding, but the federal permit from the U.S. Army Corps of Engineers cannot be completely processed by the required mid-February date,’ Storey said in a letter to the court. ‘In fact, because of conflicts over environmental impacts and mitigation, that permit might never be issued.’” [Houston Chronicle; previously on Swamplot]

INVESTING IN THE GRAND PARKWAY Commuters struggling to cross the Katy Prairie on congested House Hahl Rd. will be happy to learn that traffic relief is on the way: Harris County’s commissioners voted yesterday to apply for $181 million in federal stimulus money for the Segment E marshland cut-through of the Grand Parkway, which will connect major employment and shopping centers in Katy and Cypress. $20 million in engineering and other contracts for the project were awarded a few months ago, but the commissioners yesterday approved a “comprehensive traffic and revenue study” for the segment. The study, which won’t be complete before construction begins in February, will help support claims that the road will be able to pay for itself, with tolls. COMMENT OF THE DAY: MEMORIAL HIGHWAY “I really like the memorials constructed at ‘death-sites’ along roadways: They honor the deceased and alert us to risks, causing us to reflect on how easy it is to die in traffic accidents. I first saw this memorial custom on Grand Cayman Island where signs were erected at the sites of traffic fatalities. Years ago there were only a few, and, the twisted, rusty car wreckages were left in-situ as well. A STRETCH OF THE TOLLWAY THAT SUCKS, QUIETLY The Harris County Toll Road Authority is hoping its first expanse of Permeable Friction Course asphalt will reduce accidents caused by hydroplaning: “Taking a pitcher, [HCTRA engineer Quinton] Alberto poured water on a one-foot square block of PFC asphalt sitting in a plastic tray. Instead of running off as it would on concrete or regular asphalt, the water was absorbed — almost instantly. The water then trickled to the bottom and out the sides. It works because the PFC asphalt is full of tiny holes and air pockets that allow rainwater to drain through it. On RM 1431 in Austin, TxDOT says the PFC asphalt is a big reason why there has been a dramatic decrease in wet-weather accidents. Before laying down the new pavement, wet weather accidents accounted for nearly 60 percent of all crashes. After the PFC, they accounted for less than 10 percent. In Harris County, the Toll Road Authority is using PFC for the first time, spending $4 million to pave a five-mile section of Beltway 8 between US 290 and SH 249. The authority picked the section because it said in just the last two years, there have been over a hundred injury accidents there, many in wet weather.” [11 News]

COMMENT OF THE DAY: INNER LOOP TRAFFIC SCARE “I’m always surprised at the people in the Houston metro area who live in the suburbs in order to avoid scary traffic. To me, the traffic in the commercial centers of the suburbs is just as bad, if not worse, than what I encounter within the Loop. My boss dropped me off at home once, with the surprised comment that ‘wow, you can drive from the Med Center to the Heights without going on the highway’. Then proceeded to tell me that the reason he lived in Sugarland was that his wife was terrified of highway driving. MANAGING THE NEW KATY FREEWAY MANAGED LANES Those new center sorta-HOV lanes on the new Katy Freeway will go toll starting this weekend. Here’s a little primer to help you make intelligent purchase decisions at 65 mph or more: “The lanes will now be open 24 hours a day, 7 days a week. Outside of rush hours, they’re a toll road: every car, regardless of how many people are in it, pays $1.10 to go the full length of the lanes. During rush hour, in the rush hour direction, single occupant cars pay between $2.00 and $4.00 and 2+ carpools are free. Those rates will need to be adjusted if the lanes are too popular, because HCTRA (who operates the lanes) has promised METRO (who gave up the HOV lane to make room for them) that buses will keep moving at full speed. Single occupant vehicles and carpools will be sorted out by a three-lane toll plaza: left lane for carpools, right two lanes for SOVs.” [Intermodality; details]

GRAND PARKWAY SPRAWL STIMULUS The road exemplifies an unintended effect of the stimulus law: an administration that opposes suburban sprawl is giving money to states for projects that are almost certain to exacerbate it. A new master-planned community called Bridgeland is rising on the prairie along the proposed site of the road; once completed, the development is expected to have 21,000 new homes on 11,400 acres. Other developers are eagerly awaiting the new road so they can start building on their empty land, too. . . . [Roger H. Hord, the president of the West Houston Association] pointed out that the road would connect two existing highways and said it would ease congestion on some of Houston’s other beltways. He said that an existing leg of the Grand Parkway, just to the south of the proposed leg, would give a sense of what the new stretch of the Grand Parkway might look like when it is done. The existing stretch is lined with strip malls and gas stations and drug stores and a huge 7,600-acre residential development called Cinco Ranch that is popular with families.” [New York Times]

GRAND PARKWAY SEGMENT E: MALL SHOPPER EXPRESS LANES Approvals by the Harris County Commissioners Court this week — along with the timely arrival of $181 million of the state’s stimulus money — means nothing but a new Sierra Club lawsuit now stands in the way of building Segment E of the Grand Parkway toll road. The segment, which will cut through the Katy Prairie between I-10 and 290, will allow shoppers a convenient and direct link from the Katy Mills Mall to the new Houston Premium Outlets mall in Cypress, just west of Fairfield. Peter Haughton with General Growth Properties said, ‘We need this road to continue the build out of Bridgeland, which we hope will be one of America’s best master planned communities.’” [abc13]

KATY FREEWAY REPORT “Has anyone else noticed that traffic on I-10 is still not great? I have a ‘reverse’ commute on I-10 every day. Before the expansion traffic was fine inside the loop outbound in the morning, slow outside the loop. Inbound in the evening it was slow outside the loop, fine inside, except near the 10-45 interchange. Now things are much smoother outbound, no delay at all. Inbound, however, is a nightmare. Traffic comes to nearly a complete stop approaching the 10-45 interchange, and is usually very slow all the way back to Shepherd / Durham. Observing the ‘regular’ commuters across the median, things are of course worse. In the mornings the backup to get onto the loop or through the 10-45 interchange is insane, it’s bad in the evenings as well.” [NeoHouston]

KATY FREEWAY TOLL LANES: PAY AS YOU GO Those new HOV-ish lanes in the center of the new Katy Freeway will have a price tag attached to them by around May or so — but Harris County commissioners haven’t yet decided what it’ll be: “The county intends to use a flexible-rate system based on congestion, called dynamic pricing. Initially, certain rates will be set for rush-hour commutes, and different prices may be set for other periods. After about 90-days, the prices may change based on traffic observations. Signs near the entrances to the Katy Freeway lanes will announce the rates. Carpoolers and other high-occupancy vehicles will be able to access the Katy toll road for free during peak hours through designated lanes along the freeway. They will not be required to use toll tags — an electronic toll collection system that drivers display on their windshields — or to register with the county’s toll authority. One of Swamplot’s best tipsters forwards a link to a website featuring lovely renderings of a family of glassy office buildings and blocky parking garages squatting on the former AstroWorld site — along with a rather direct question: “Is this real???”

Well, the Crosswell Torian website is a real website, where the development company proudly presents its AstroWorld tower roundup under the name SouthPointe: “a hundred+ acre, transit-oriented mixed use development.” But a brand-new 13.5-million-sq.-ft. project doesn’t exactly seem tailor-made for today’s cautious real-estate market.

If the SouthPointe design isn’t real, though, it’s a brilliant parody — down to the ultra-generic name and its not-so-silent extra vowel. It expertly answers this question: How might a bunch of suburban developers — some of them from, say, Conroe — make a complete mockery of Houston’s highest profile and best connected redevelopment site?

THE TRANS-TEXAS CORRIDOR IS DEAD But maybe it’ll come back, with a new name! In response to public outcry, the ambitious proposal to create the Trans-Texas Corridor network has been dropped and will be replaced with a plan to carry out road projects at an incremental, modest pace, a state transportation official announced today. ‘The Trans-Texas Corridor, as it is known, no longer exists,’ said Amadeo Saenz, Jr., executive director of the Texas Department of Transportation a forum in Austin. The state, he said, will carry forward with modifications to proposed projects and will rely heavily upon input from Texans through more town hall meetings and an updated Web site. He also made clear that, should toll lanes be added to various roads, tolls will be assessed only on those, and not existing lanes. The renewed effort now will operate under the name ‘Innovative Connectivity Plan.’ Saenz also said the state will continue to pursue various projects, including the Interstate 69 project. If, however, more lanes are needed along U.S. 59, the state will simply widen that roadway, Saenz said.” [Houston Chronicle]
