Guadalupe Park Plaza Redo, 2311 Runnels St., Second Ward, Houston, 77003

The forest of columns behind the newly planted trees above are most of what’s left of the original central plaza structure in Second Ward’s Guadalupe Plaza Park, which the Greater East End Management District says will reopen on July 30th as several years of de- and re-construction work are wrapped up. The 1980s park now caps the western end of the previously redone Navigation Blvd. esplanade, and a landscaped sidewalk now connects the park to Buffalo Bayou at the crossing of Jensen Rd. (right across from the 136-acre KBR campus recently purchased by mixed-use developer Midway).

Here’s the view looking south along the walkway toward the main square from alongside cultural center Talento Bilingue, which the management district says won’t be knocked down until funding is in place to rebuild it:

Site of Nosh in Tunnel beneath 919 Milam, Downtown, Houston, 77002

The subterranean snapshot above comes from a reader roaming the Downtown tunnels, where a curved privacy-please construction barrier for a coffee-snacks-and-breakfast operation labeled Nosh now arcs around the spot formerly occupied by the ATM beneath 919 Milam. The change comes in the wake of other food-related shuffling beneath the 24-story tower this year; Genesis Energy also spread out onto another of the tower’s floors back in February.

Former KBR Campus, 4100 Clinton Dr., Fifth Ward, Houston

Whatever’s in store for the 136-acre former KBR site along the the Ship Channel at 4100 Clinton Dr., CityCentre developer Midway now looks to be involved. Documents filed with the county clerk’s office near the end of May reveal that Cathexis Holdings recently sold the site to KBRN, an entity connected to Midway through a recently minted corporate partnership (and officially located down the hall from Midway’s CityCentre office.)

And might Midway — which also heads the team that turned failed Downtown Mall Houston Pavilions into GreenStreet, and is developing the Kirby Grove park-and-office-building complex along the banks of the Southwest Fwy. in Upper Kirby — have some big office-shopping-residential-and-park-y plans in mind for this vast property, which lies about a mile and a half downstream from Downtown? Proposed Astrodome Parking Garage Plans

Here are some of the plans the Harris County commissioners looked over this week as they reviewed the engineering study for the proposal to raise the Astrodome’s below-grade floor and stick a parking garage beneath it. The view above shows an entrance ramp for cars from the east, with a service ramp running up from the southwest; NRG Stadium is shown peeking in on the scene from the left.

Got questions about the plan, or about anything else Dome-related? Someone claiming to be involved with the project is now taking inquiries from all comers over on Reddit. The thread started up yesterday and was still active this morning; topics addressed so far have included how the latest proposal would be funded, the feasibility of that spiral-ey skeletonized park idea, and the surprising number of people who have suggested turning the Dome into an indoor skiing venue.

Ashby Highrise construction site, 1717 Bissonnet

Texas’s Fourteenth Court of Appeals overturned part of the previous decision on the Ashby Highrise case yesterday, declaring that no, the developers of 1717 Bissonnet don’t have to pay the tower’s would-be neighbors $1.2 million as compensation for property value losses. Nor do the highrise planners have to cover for all those legal fees incurred by the various stages of the case — the homeowners are back on the hook for those as well, along with all costs incurred by the appeal.

The judges declared that even if the property values in the nearby homes did decrease, and even if that decrease was because of the proposal for the highrise, the homeowners can’t ask for compensation for property value drops caused by mere plans for a future “nuisance” — damages can only be awarded after said “nuisance” actually exists.

Beltway Crossing Northwest Construction Progress, April 2016 Beltway Crossing Northwest Access Map ExcerptMost of the square box just left of center in the above photo was officially leased by Amazon yesterday, reports Cara Smith for the HBJ. The deal is for roughly 100,000 sq.ft. in the Beltway Crossing Northwest business park, located on the other side of 249, Greens Bayou, and an AMC Theater from Willowbrook Mall (as seen in the access map and intended eventual site plan from developer Panattoni). The agreement on the park’s Buildnig 5 was reportedly made official within 24 hours of the commissioners court’s Tuesday vote to approve a larger-than-normal tax abatement deal for a different Amazon facility — the proposed 855,000-sq.-ft. warehouse in Pinto Business Park (catty-corner across Beltway 8 and I-45 from Greenspoint Mall). But building permits naming Amazon as the occupant of the Willowbrook site at 11720 N. Gessner Rd. date back to at least 2014.

Mecom Fountain from COH
2120 Sabine St., First Ward, Houston, 77007This morning the city announced that it’s giving protected historic landmark status to the Mecom Fountain, in the wake of this year’s partial tuscanization of the 1960s mod landmark (and subsequent crowdfunded reversal thereof). All that bright blue primer has been cocooned over, and full de-restoration was scheduled to be finished by the end of last month.

Also getting the same protective status bump today: the 1883 house at 2120 Sabine St., formerly the First Ward home of state representative August von Haxthausen, who in the late 1800s ran Houston’s German language newspaper the Texas Deutsche Zeitung. That house got its own (more permanently) colorful restoration in 2015 — below are some close-up photos of the newly-technicolor wraparound porch from a previous listing of the property on HAR:

Imperial Market, Sugar Land, TX 77478

Johnson Development, the company behind that sugar-company-themed master-planned community in Sugar Land, announced yesterday that it has officially handed over the land for the project’s refinery-centric Imperial Market mixed-use district to the folks who will develop it. The 26 acres freshly sold are along Oyster Creek just north of the crossing of Hwy. 90 (visible on the far left of the rendering above, which faces south). That’s Kempner St. running directly alongside the proposed development and crossing the creek as well; a pair of former railroad bridges currently upstream of Kempner are shown replaced with car and pedestrian bridges respectively.

Plans for the development incorporate structures from out-of-use former facilities of the Imperial Sugar Company. The refinery’s silos (instead of becoming an art space) are marked to host a couple of fast-casual restaurants; the 1925 char house, where huge quantities of carefully burned animal bones were once used to whiten and filter cane sugar syrup, will become a boutique hotel. Both structures are more prominently visible in the southeast-facing view below — the boxy brick char house appears to the left of the single-pour-concrete silos:

Hughes Manor logoThe spot formerly known as Hughes Hangar appears to be ditching the airport theme following the closure earlier this year of both the nightclub and its across-the-parking-lot companion The De Gaulle. Remodeling of the area between the 2 buildings has been underway as well — above is the ex-bar’s former back patio, now an open lawn shielded from view of Washington Ave.

The space appears to be reopening as an events venue; the new name is Hughes Manor, and the new logo (shown here) is also similar to the old:

Trees cut at 8430 Stella Link Rd., Braeswood Place, Houston, 77025In other de-tree-ment news along Brays Bayou, a reader further upstream sends some photos of recently cross-hatched stumps now dotting the Valero-inhabited corner of Stella Link Rd. and N. Braeswood Dr. The top shot looks east past the gas station and the Church’s Chicken roosting within; the second shot looks south down Stella Link Rd. toward the former Pilgrim dry cleaners, which these days accepts clothing only as donations to the Shriners Hospital. A neighbor on NextDoor says that the 5 trees (mostly of just-over-15-inch diameter) appear to have been trimmed all the way down to the toes in mid June; at least 4 separate 311 complaints have been made on the matter since then.

Marquis Lofts at Hermann Park, 1 Hermann Park Ct., TMC, Houston, 77021The commute northward along Almeda Rd. from the corner with Hermann Park Ct. is much less shady of late, reports a reader in the area who snapped these photos last week. The tipster says that some 15 trees have been cut up and shuffled around by the Marquis Lofts (the ones at the edge of the Med Center, not the ones that once hosted a James Harden rooftop photo shoot). Most of the trees appear to have been directly alongside the road, though a few of the felled were reportedly rooted on the other side of the sidewalk. (That’s the formerly bankrupt and bank-rupturing Mosaic condo highrise in the distance, north across MacGregor and Brays Bayou in the shot above.)

Experimental ice cream shop Cloud 10 Creamery looks to be collecting building permits for a space at 711 Heights Blvd., one of the 1920s bungalows prepping for a second career in retail (as shown above) as part of the Heights Mercantile development. The project, which straddles 7th St. and its bike trail companion between Yale St. and Heights Blvd., hit a potential snag last year when the city didn’t approve a variance request that would have lowered the number of required new parking spaces. But the updated site plan below shows the workaround — the Golden Eagle Binder & Tab Co.’s former spots at 717 and 724 Heights, which were purchased by the developers last May, are depicted as additional parking lots:

Above is Rewire’s interactive map of what happened to most of the abortion clinics in Texas since the 2013 passage of  HB2, parts of which were struck down today by the Supreme Court. The 5-3 ruling this morning overturned a section of the law that would have required prohibitively expensive remodeling of many clinic buildings, as well as a section requiring that abortion providers make arrangements that let them personally admit patients to nearby hospitals.

The latter requirement alone, when it went into effect in November 2013, caused more than half of the state’s 41 abortion providers to stop offering the procedure (including 4 out of 10 inside the Grand Pkwy. at the time). The University of Texas says that the full law, had it gone into effect, would have left Houston with 2 providers (compared to 33 in New York City, 10 in Los Angeles, and 13 in Chicago). Those 2 — the geometrically questionable Planned Parenthood HQ near University of Houston’s main campus, and the Texas Ambulatory Surgical Center in the Heights — show up on the map in green when the Ambulatory Surgical Center layer is activated:
