While all bus and rail service is currently on hold due to widespread flooding, the route 66 bus stop sign on White Oak Dr. is still bravely performing its signaling duties (lower left above) as water from White Oak Bayou rushes past. A reader sends several studies of the area around Stude Park at the Taylor St. bridge at the southern edge of the Woodland Heights area; here’s a few more shots of the White Oak Bayou greenways gone brown this morning, with I-10 in the background to the south:

Elan Heights Apartments, 825 Usener, Woodland Heights, Houston, 77009

Just in time for the holiday season, the residential floors of the Elan Heights midrise apartments (officially located at 825 Usener St.) have been packaged up in a shiny new layer of building wrap. A sign outside the construction site announces an early 2016 opening for the 327-unit complex, nestled in next to Mango Beach snowcone shop and Little Buddy gas station and convenience store on White Oak Dr. (bottom left in the aerial photo below):

WOODLAND HEIGHTS BUS MAPPERS TO METRO: YOUR NEW ROUTE PLAN MISSES THE TARGET Proposed New Bus Alignments Around Woodland Heights, HoustonMetro says it’ll be ready to go with its new bus network on August 16, but that hasn’t prevented various groups from petitioning the transit agency to make late adjustments to its route map. One group of Woodland Heights residents is trying to get the new 30 route, which late in the process was shifted east to parallel the new 44 route down Houston Ave into Downtown, shifted west to Watson, Taylor, and Sawyer streets between Pecore and Memorial Dr. before entering Downtown from the west. Future residents of Greystar’s Elan Heights: Do not fear high water. Sure, the Skylane Central on the same White Oak Bayou-fronting site regularly had floodwaters up to its second floor after rain events like this. But Woodland Heights renters at the Elan will be perched much higher than that, and not just for the Downtown views. Floodwaters will have to rise through 4 levels of concrete-framed parking garage to get to the 7 floors of steel-stud-framed apartments above. And the concrete structure’s bottom level doesn’t even count as parking.

Sparrow and the Nest, 1020 Studewood St., Woodland Heights, HoustonOh, don’t worry too much about that for-sale sign out in front of the shop, note the owners of Sparrow and the Nest: “The shop remains open and we will be keeping regular business hours,” reads a note on the boutique’s blog. Expect just a few interruptions, maybe, commensurate with a non-stop open house atmosphere for the 1,344-sq.-ft. 1920 bungalow duplex at 1020 Studewood St. that Stephanie and Andrew Lienhard renovated a few years ago for their handcraft-retail venture — like last month’s week-long closure to paint the floors.

The residential listing posted over the weekend for the 2-bedroom, 1-1/2 bath structure calls it completely updated (there’s an ACK! mural on the side fence), and is asking $595,000. If and when the property sells, the Lienhardts plan to reduce the “retail aspect” of the business while growing its online presence. A smaller version of the boutique is planned for an unspecified location “a few blocks down the road.”

STREET POOPING, WIPING, AND PHOTOGRAPHING IS BACK IN THE WOODLAND HEIGHTS Man Pooping on Sidewalk, 500 Block of Byrne St., Woodland HeightsAccording to a Houston Chronicle report, a resident of Byrne St. reported to police earlier today an encounter with yet another act of public pooping in the 77009. And it appears to be the work of a familiar figure from that neighborhood: that of the defecating, toilet-paper-toting man commonly referred to as the, uh, “serial pooper” of Woodland Heights. Back in May, a surveillance camera posted in a tree had caught images (above right) of the sidewalk hijinx of a man who, residents say, had repeatedly been defecating in and around the yards and driveways of the 500 block of Byrne St. A 56-year-old man had confessed to the defecatory acts after he was later picked up on a related charge of public urination near the Fiesta Mart at Quitman and Fulton  — but was not charged with a crime at the time, because “the man had serious mental health issues,” Heather Alexander reports. There’s apparently a photo of the man’s most recent exploits as well; Harris County precinct 1 spokesperson J.C. Woodland Park Views, 1412 and 1420 Wrightwood St., Woodland Heights, HoustonDevelopers of a 7-townhome development on Wrightwood St. just east of Houston Ave. in Woodland Heights paid a $300,000 settlement to the city last year for clear-cutting about an acre of neighboring Woodland Park. Neighbors claimed the extensive cutting and uprooting was done expressly to give future residents of the townhomes a better view, but one of the developers, Bill Workman, went on a hardhat-in-hand apology tour trying to explain that the brush-and-tree-and-grass removal spree was only the result of a communication error with a subcontractor. Now, more than a year after the land-grading-gone-awry incident, the website and marketing materials for the 2 four-story townhomes currently available in the development have been adjusted a bit — to highlight their expansive views of Woodland Park.

HOW A DEVELOPER MAKES FRIENDS IN GERMANTOWN 121 Payne St., Germantown Historic District, Woodland Heights, HoustonFisher Homes owner Terry Fisher has been scuffling with city officials and residents of the Germantown Historic District over the dilapidated state of the recently renovated 104-year-old bungalow at 121 Payne St. that he bought last year, got permission for a 2-story addition, but then let sit for months with an opened-up roof protected only by a blue tarp. Fisher may have had some difficulties maintaining the sticks and stones on his property (“demolition by neglect” is how one inspector put it), but he sure has demonstrated a way with words: “The neighbors and anyone else who doesn’t like me is welcome to go walk off a bridge,” he reportedly texted to Woodland Heights Civic Association member David Jordan: “Just try and remember I am a property owner in that neighborhood also and I’m just as important as the others. Considering how much I own, I may be more important. The latest document attesting to that importance: the violation letter he received from the planning department ordering him to stop work on the Payne St. property and address concerns identified by the inspector. But Fisher tells reporter Erin Mulvaney his text to Jordan has been taken out of context: “God gave me two cheeks and I do what I can to turn them, but enough is enough,” he tells her, explaining that he lives in Spring, rather than in the Heights, where many of his developments are, in part to avoid ending up next door to a development he doesn’t like. “I have done nothing wrong,” Fisher says, “I’m not just a big bad developer. I’m a human, too.” But wait, there’s more: “I’m not ashamed of anything, including the Payne house,” says Fisher, who according to the article has been developing in Houston for more than 30 years. “At the end of the day,” he tells Mulvaney, “I’ve never done anything intentionally wrong. The latest rendering for the Elan Heights apartment complex Greystar is planning for the site of the former Skylane Central Apartments (more recently called 2222 White Oak) it’s getting ready to demolish shows a few changes: The 325-unit building is now projected to rise 7 stories above a 3-level parking garage perched on a raised slab (useful for keeping lower-level cars dry on the bayou-side property). But this design from Meeks + Partners will require a variance from the city, because it scoots 12 and a half ft. closer to White Oak Dr. than city rules currently allow.
