Problems getting credit have stalled or dashed hopes for many Houston developments, leaving vacant sites, ratty construction fences, and more than a few misleading “coming soon” signs touting unachievable goals. Off Westheimer just west of Mid Lane, though, we’ll have a much bigger and longer-lasting reminder of changed fortunes to look at, for a good long while: The steel frame of the first building in Trademark Property’s High Street project.

Work has stopped.

Tenants have already begun moving out of the Wakeforest Apartments just north of 59, reports the Michael Reed in the River Oaks Examiner. The Upper Kirby District TIRZ board voted last week to buy the 101-unit complex, tear it down, and build a new “civic complex” on the property, which sits at the eastern edge of Eastside St.’s Levy Park.

What will happen to the Kirby Court Apartments just west of Whole Foods? The 1949 garden apartments on oak-lined Steel St. make up the major portion of a 5.744-acre parcel at the northwest corner of Kirby and Alabama being offered for sale or ground lease, the River Oaks Examiner reports. Also included in the parcel being sold by the Dickey Estate: retail properties facing Alabama, Kirby, and Kipling.

Cushman & Wakefield’s flyer for the property brags that there’s “potential to abandon Steel Street for an additional 33,750 sq. ft.” How much abandonment could those oaks survive?

THE FEDEX IRVINGTON SITE GOES TO AVENUE CDC Avenue Community Development Corp. will be working with the Houston Housing Finance Corp. to build 80 to 100 homes and 180 to 250 apartments on the site of a former FedEx facility it bought near Moody Park. The redevelopment of the 20-acre tract at 4004 Irvington Blvd., just south of Calvacade Street, is the nonprofit organization’s biggest to date, according to Avenue CDC. . . . A 3-story section of The Collection, the Morgan Group’s 528-unit apartment complex under construction behind the new Costco on Weslayan and Richmond apparently collapsed early Sunday. A Swamplot reader sends in these photos of the scene following the accident, along with a few sharp comments:

The 4 story “stick built” apartment facility known as “The Collection” (www.collectionliving.com) became a “collection of sticks” early Sunday morning. It seems as if the contractors and the Morgan Group were in a Thanksgiving hurry to get home for turkey and giblets and forgot to “tie in” to the adjoining 3 and 4 story section of the main building.

Good thing it was a Sunday as Monday morning will bring back a tribe of contractors to push to get this facility on the Harris County Tax Roll by Summer 2009….Someone could have been seriously hurt if not killed. The Morgan Group should be “thankful” this Thanksgiving that it was not the case – and that they can “rush” to completion.

VISTA BONITA APARTMENTS: STILL OPEN FOR THE HOLIDAYS! Where’s everybody going? Sure, the gas is turned off, but really, what’s the rush? Most residents have moved, but those from about 20 apartments remain in the 144-unit complex near the Gulf Freeway and Airport Boulevard, [Vista Bonita Apartments owner Nanik] Bhagia said. Many of those who remain are close to finding apartments, but are embittered that Bhagia has given them such short notice. . . . Bhagia on Tuesday said residents don’t have to move out immediately — if they need more time, they can have it. State law generally affords tenants — depending on their lease — more time than a few days to move out. Bhagia’s notice to vacate is not a formal eviction process. It took almost 3 years, but the Pecan Shadows Apartments have finally sold, says Globe St.‘s Amy Wolff Sorter:

[Hendricks & Partners senior advisor Jeff] Eisenhardt, who represented the Santa Clarita, CA seller, says before the current buyer, another interested tax credit buyer had the complex at 480 W. Parker Rd. tied up in escrow for close to a year.

“Then they got a new CEO who decided he didn’t want to buy and rehab buildings, so they had to walk away from a ton of earnest money,” Eisenhardt comments. Shortly afterward, a second buyer signed a contract, went hard with the earnest money, then dropped out of the deal days before it was due to close.

“This is the third or fourth time this had been under contract,” Eisenhardt acknowledges. “Since day one, we had a lot of activity on this, but just bad luck with buyers.”

The 137-unit complex sits on more than 5 acres next to a forlorn-looking Family Dollar shopping center off I-45. One of apartments’ 12 buildings lost a roof to Hurricane Ike.

A partnership led by Houston investor Doug McGregor paid $4.5 million for the apartments and plans to spend another half-million on interior upgrades, Sorter reports.

VISTA BONITA APARTMENTS CLOSING MONDAY The owner of a rundown apartment compound on the edge of South Houston where a boy drowned late last month has decided to shut down the entire 144-unit complex rather than correct unsafe conditions identified by the city: “In a brief phone interview Tuesday, [owner Nanik] Bhagia repeated his pledge to refund November rent and security deposits. He said he also would pay residents’ application fees at new complexes, but ended the call when pressed for specifics. Some tenants have said the office often is closed, and they were not sure Tuesday how to take advantage of his offer. Bhagia later e-mailed the Chronicle to say that tenants ‘will be paid when they turn in the keys and do not take away any of our appliances. We are not running away.’ The child’s death prompted more scrutiny from city inspectors, who descended again on the property and issued dozens of new citations. Residents say Bhagia blamed conditions on Hurricane Ike, but the city has been issuing tickets for years.” [Houston Chronicle; previously]

MAYBE SIENNNA IS AVAILABLE? Marketing new themed apartments has got to be tough these days — all those great Southern European-y names are already taken! “Out-of-state developers thought they had coined a great name for their senior living apartments in Katy. Then they found out a nearby master-planned community had already claimed the same name. A joint venture led by Georgia-based Formation Development Group LLC broke ground in May on The Sienna at Cinco Ranch apartments at 24001 Cinco Village Center Blvd., west of Houston. But the site was a little too close for comfort to the Sienna Plantation master-planned community located south of Cinco Ranch in Fort Bend County. So Formation Development formulated a slight change of plans — The Sienna at Cinco Ranch is now going to be called The Solana at Cinco Ranch. ‘There was a little bit of confusion,’ says Karen Thompson, a spokeswoman for the development firm. ‘They wanted to have something that was going to be unique to their property.'” [Houston Business Journal]

The soon-to-be-complete second Mosaic tower on Almeda across from Hermann Park will have a different name, reports Nancy Sarnoff in the Chronicle. It’ll be called the Montage, and all 394 units will be rentals, as predicted.

“The market is not supporting sales in two towers,” said Thomas Cervone of Camelot Realty Group, which was hired over the summer to sell units in the building.

Leasing on the second building will start in January, with the units renting for an average of $2.25 per square foot.

The new name will help distinguish the southern tower from the first one, which apparently also features a large number of rentals, even though it remains officially a condo building.

Late last night city officials were able to get an emergency court order allowing a trustee to take over the La Casita Apartments at 313 Sunnyside near Northline. And MGC Mortgage, the company left holding onto the foreclosed property, has “transferred oversight” of the 600-unit complex behind Gallery Furniture to a new management company. The agreements, along with other interventions by the city, mean the more than 1,000 residents of the all-bills-paid apartments will not be evicted, have their water or electricity shut off, or lose credit for the monthly rent they just paid:

Residents of the La Casita Apartments already felt neglected by managers who let buildings run down, even before Hurricane Ike broke windows and tore patches off roofs. But instead of starting on repairs to make the apartments livable after the storm, management skipped town, keeping the rent money and leaving the bills unpaid.

The apparent owner of La Casita is an Indiana company named Briarwood Houston LP. The complex failed a Houston Housing Authority inspection last month. Police officials are investigating the management company’s handling of the payments.

Feels like a Montrose duplex to me, built in the 1930s but (mostly) renovated in the early 80s. I remember my grandma having that mediallion tile pattern from the second bathroom in her kitchen around that era.

Could be the north end of Montrose close to Allen Parkway — I’ll go out on a limb and say Temple Terrace.

The next goes to Cathy, who wasn’t too far away either:

1920’s or 30’s: tall ceilings and plenty of pre-AC windows. The kitchen could be an add-on — no original windows — but the door to the pantry makes you think it is in the original location. And I’d guess that the 2nd bathroom is new, or was new in the 70’s.

How many neighborhoods did Houston have in the 30’s? I’ll guess Avondale.

This has the earmarks of a home built around 1928-1935. Lots of remodelling evident from the 1970s kitchen to the garish Spanishesque floor tile in bath number two. The front door looks to be less than ten years old.
Judging from the size of the rooms and footprint, this seems too large for the standard 50′ lot in much of the Heights.
My guess is Mandell Place in Montrose.

I agree with JT about the timeframe for this house. It’s not quite bungalow style, and the interior fireplace puts it later in the 20th century….high ceilings, too. And it’s built on a pretty high crawl space foundation – see how the fence looks low from the windows! But the narrow moldings say late ’20s or early ’30s to me. Later ’30s had much smaller rooms.

I think it’s weird that the butler’s pantry has a space heater while the kitchen has forced air. What’s that about?

The last time anyone spent any serious money on this house was in the 80s or early 90s when they put in new kitchen cabinets. So this is likely in a neighborhood that’s seen some tear down pressure in the last decade or so, making many of the above guesses reasonable. On the other hand, the place is in good shape, telling me that the sellers aren’t sure if it’s a teardown or a remodel. Perhaps the previous owners simply lived on a budget and couldn’t afford the excesses of the ’90s and ’00s.

FORECLOSURE HITS NORTHLINE RENTERS Residents of the La Casita Apartments are worried that they may be kicked out of their homes or have their water turned off. The all-bills-paid complex is being foreclosed on. Representatives from the city are planning a meeting this evening at Northline Elementary to discuss the situation with the more than 150 1,000 people who live in the complex, which sits behind Gallery Furniture just east of the North Freeway. Officers carrying assault rifles arrived at La Casita yesterday after apartment manager Ed Thomas called the police. After a notice was posted on the property informing the renters that they would be forced to move out immediately, upset residents had blocked Thomas’s car, complaining that he wasn’t giving them acceptable answers about their situation. JUST ANOTHER DAY IN ALIEF “I live in a piece of **** Apartment. It always has and will probably always be a grand royale of common apartment miseries. Drunken neighbors stomping around at all hours including 4am, another neighbor who likes to play his Tejano music really loud, stray dogs, animal abuse, street traffic. To name a few. . . . I persist on staying thinking it’ll get better but it doesn’t. This morning at around 4am, as usual, a steady stream of water came pouring out of our bathroom ceiling onto everything down below. A great way to start a Thursday. I think to myself this is nothing, just a little upset, there a people out there dealing with real issues in the middle of the morning, but what’s really going on is growing unseen to my tired eyes. It’s black, moldy, and by all means making me sick.” [Working On It]

THE CASE AGAINST GOING PAPERLESS At least 72 safety-violation cases against the owner of a run-down apartment complex just outside South Houston were dropped last year because the paperwork was lost, say city officials. A toddler drowned in the apartment’s pool earlier this week. “Randy Zamora, the city’s chief prosecutor, said an outside company hired to digitally scan some 7 million archived and pending tickets might have misplaced the documents. The error allowed [Nanik] Bhagia, who did not return telephone and e-mail requests for comment on Wednesday, to delay for a year facing a jury or making repairs to the Vista Bonita Apartments, 9313 Tallyho. . . . Police investigators said the boy may have reached the murky pool by stepping through a damaged fence or a faulty gate, both of which are violations of city code.” [Houston Chronicle]
