The company says Kirby Inland Marine is set to be the first tenant for the property, and will use a section of the property to let up to 76 barges tie up and hang out as necessary. Kirby just agreed last month to a $4.9-million settlement with the Department of Justice over its role in that March 2014 barge-meets-carrier oil spill that shut down the Port for a few days and spread oil along roughly 160 miles of Texas coast between Galveston Bay and Padre Island National Seashore. (Kirby Offshore Marine, another of the corporation’s subdivisions, is currently dealing with fallout from last week’s tugboat-meets-shore fuel spill off the coast of British Columbia.)

Floating Around Near Baytown
COMMENT OF THE DAY: THAT SINKING FEELING “At 13 seconds in, those houses across the water at the top of the frame are at the end of my street, South Burnett Drive, in the Lakewood subdivision. The street rises gradually as you travel away from the water, but the low end of the street lost over 20 houses during Hurricane Ike. Some owners have rebuilt on pilings, some have rebuilt at grade, and others have abandoned the property. (My own house is further up the street, at about 31 feet elevation.) The end of the flood debris field from Ike was about three lots south of my house. Here’s some raw footage from a camera-wielding drone flight landscape artist and researcher Steve Rowell piloted earlier this year over portions of the Baytown Nature Center, the Crystal, Scott, and Burnet Bay peninsula that not too long ago was the home of the tony Brownwood subdivision — before it got all sinky and decided to subside 10 or so feet into the water. In some portions of the video, you can still spot the occasional home or garage slab from a fifties- or sixties-era rancher or 2, not to mention concrete broken up from other foundations and driveways and recycled on-site into surge barriers that now control the more recent, court-ordered wetlands environment.

Touring Brownwood by Drone
Here come more billboard double entendres: The Baytown Sun reports that Buc-ee’s is building a big ’un on the I-10 feeder and John Martin Rd. later this year. And, apparently, the proposed 60,000-sq.-ft. convenience store, gas station, and jerky trafficker will get top billing: Part of the deal — a Chapter 380 Agreement — involves a waived height restriction for the store’s beaver beacon, so Buc-ee’s can raise one 100 ft. into the air. In return, Baytown will get a bit of room to put its own name up there too. (This will be the first time, the Sun reports, that Buc-ee’s will share its sign.) The store’s planned for about 18 acres on the southwest corner of John Martin Rd. and I-10 near the San Jacinto Mall. The Sun reports that it’s expected to open in 2014.

THE TOP-SECRET REAL ESTATE DEVELOPMENTS POSSIBLY COMING TO A LOCATION NEAR YOU So sorry, but we can’t tell you about Project Crawfish, Project Cabot, Project Computer Virus, Project Delta, Project Goldbeam, Project Race Car, or Project Texas H2O. They’re all hush-hush, you know. But Gil Staley of the Woodlands-area Economic Development Partnership says together they “represent 1,568 jobs and $335 million in capital investment” — the kinds of projects states and cities dig up tours, videos, and tax incentives for. Reporter Jennifer Dawson can, however, reveal the company behind the formerly mysterious Project 21, whose previously unidentified planners were snooping around Cedar Crossing in Baytown last year to see if the industrial park might work for an unspecified $200 million facility. Project 21 turned out to be a project of Mitsubishi Electric Power Products, but they ended up building the thing in Memphis instead. [Houston BizBlog; previously on Swamplot]
WALMART BUYS BACK ITS BIGGEST BOXES Walmart’s ridiculously humungous Cedar Crossing distribution center near Baytown now belongs to . . . Walmart. Last month the company bought the facility back from its landlord, Texas’s Permanent School Fund, for $104.5 million, or just $4.5 million more than the government entity paid Walmart for it in 2005. The complex consists of 2 separate 2-million-sq.-ft. buildings — encompassing more floor space than 9 Astrodomes — on a 473-acre tract. Under the 30-year lease for the property the company signed with the school fund after the original leaseback, the facility had been exempt from property taxes. There had to have been a pretty good view of the developing oil business from the back windows of this home. It was built in 1843 on the eastern bank of Goose Creek in what’s now Baytown, and probably enjoyed those first quiet 60 years before anyone suspected there’d be any oil back there. A little after 1916, though, it must have smelled pretty nasty, backing up to the state’s first offshore oil field.
It went on the market as an estate sale in August: first at $89,000, then lower after a $10K price cut in November. Someone put a contract on it late last week.

It has its own wharves, it’s own freeway (purpose-built for all intents and purposes), is rail-served, and is adjacent to the RWJ Airpark, which has a 5,111-foot runway suitable for general aviation activities.
It’s not Hillwood’s Alliance Texas. It’ll never be an air cargo epicenter. But it doesn’t need to be. Wharves and railheads aren’t synergistic with air cargo.
