The Houston Arts Alliance had a tough time tolerating the intersection of Montrose and Allen Parkway, but at last they’ve gotten the job done. The organization’s commission more than 2 years ago for a pedestrian bridge across Buffalo Bayou connected to that corner, dubbed the Tolerance Bridge, was abandoned after a sea of complaints about both the name and design. The new bridge that opens today at that same spot is much simpler than the earlier proposal — and it’s simply called the Rosemont Bridge. But standing — or really, kneeling — guard by the bridge’s southern entrance today are 7 new sculptures by Barcelona artist Jaume Plensa that were given to the city by a small group of donors who aren’t going out of their way to advertise their identity. The name for the artwork: Tolerance.

The see-through figures face mostly toward the south, away from the bridge and across Allen Parkway, to a vacant site where the oft-flooded Robinson Warehouse once stood. Five years ago, the Aga Khan Foundation bought the land there and announced plans to build a new Ismaili Center on it, including lecture, conference, and recital facilities, a prayer hall and a social hall, offices, and gardens:

COMMENT OF THE DAY: MORE THAN YOU NEED TO KNOW ABOUT THE NEW MONTROSE WHOLE FOODS “The following was from the North Montrose civic association meeting November: 1) The reason the back-end of the store is facing Dallas and the side is facing Waugh is because of the AIG building. They (AIG building owner) required that the store be placed as far away from the building as possible. This meant that the parking lot had to sit between the AIG building and the store pushing the back to Dallas (unfortunately). 2) The loading entrance will be on Dallas and will exit onto Waugh. This means the trucks will not have to cross any traffic to get to the loading docks. 3) The trucks will be loading sometime in the early morning and should be finished by 8:00 AM. There will be nice large wooden doors to conceal the entrance and exit to the loading dock during the day when there is no loading. 4) The corner of the store on Waugh closest to D’amico will contain an outdoor/indoor style cafe with garage-type doors that open in good weather. The renderings of the store show a patio with umbrellas. They expect to have bands, etc playing there. 5) The store will be very pedestrian friendly with all traffic entering from the BACK of the parking lot (close to D’amico). They say they learned from the Kirby store that allowing cars to enter by the store entrance is a nightmare for traffic. 6) There will be bike racks with some 50 or available slots. There will be a free tire filling station. The focus here is to really drive bike traffic (and pedestrians as noted in #5). 7) There will be many skylights on the roof allowing a bunch of natural lighting. 8) There will be many large trees that should grow to provide good shade in time (not just those short trees). 9) No comment on an apartment building going up next to it BUT.. look at the roundabout driveway. Obviously not built just for a grocery store. 10) They will recycle their own rainwater and use it in sprinkler system. 11) I think 250 parking spots. Kirby store has 150. Kirby store is 35,000 sq ft and this one slightly larger at 40,000. 12) No real details on the inside of the store. They expect it to fit in very well with the diversity of Montrose. They are reaching out to local artists to put local art in the store (and around it). I can’t remember exactly the email to submit. Maybe montrose.artist@wholefoods.com?? If you are and artist and want to submit your stuff give it a whirl. 13) They expect to open in the spring. Shooting for March if no big weather delays. 14) Store hours aren’t set. Expected to be 7:00AM to 10? (if i remember correctly). 15) They are very excited as were the people in the meeting. They say Houston is the #2 market for them (they have 300 stores i think). That’s a mighty oh . . . Austinish-looking shell of a Whole Foods Market sprouting at the northeast corner of Waugh and West Dallas. The building — last pegged at 48,000 40,450 sq. ft. — faces north, to a big parking lot and AIG’s American General Center on Allen Parkway beyond. The design comes from the same architecture firm responsible for the flagship Whole Foods in downtown Austin, now named Stone Soup 6 Architecture. They’re from Austin too! The corners of the building are already stoned. And it looks like even more rocks from the Hill Country are headed for that little Hoo-Ray Tower entrance at the center:

A roving reader-photographer sends in pix of the action on the corner of Waugh and West Dallas, planned site of the new Tony Mandola’s Gulf Coast Kitchen. Mandola told CultureMap last year his new restaurant will be larger than its current space in the River Oaks Shopping Center on West Gray and will be “very French Quarter, with lots of brick, wrought iron, and courtyards.” His GC for the project is a noted builder of fast-food restaurants. Whatever the building ends up looking like will likely mix up this little stretch of Waugh, which includes a brick CVS and Pei Wei in a strip center across the street, the modern Houston Area Women’s Center building directly to the north, and — across West Dallas, the eternal faceoff between Jack-in-the-Box and the brand new Whole Foods Market. The earth-shaking — or . . . well, at least earth-moving — news from the scene: “Ground is being re-graded slightly, sticks with colored ribbons have been planted and there’s quite a bit of construction equipment on the lot.”

  • Southwest Freeway: More than a week after our source noted the problem, that dangling loop of fiber-optic lighting gone dim is still taped to a cable (see photos above) on the Dunlavy St. bridge. TxDOT, the agency in charge of the lights, has swooped in to fix problems with the lights sporadically since at least 2004. But the situation has apparently accelerated to the late-drooping stage. What’s next? Are they just gonna leave us hanging?
  • North Montrose: Pat Wente finds the source of the Regent-Square area jackhammering: demolition of a slab leftover from the Allen House demo on West Dallas (see photo below). And hears Bernard’s somewhat blunt though unofficial assessment of the prognosis for construction on the giant mixed-use project:

  • Southwest Freeway: Driving over the Dunlavy Bridge, a reader spots a loop of fiber-optic lighting cable hanging off the southern end of the structure. Later the same afternoon, the reader snaps these photos, showing that someone had taped the loose strand to one of the bridge cables: “When the bridges over this part of 59 opened a few years back, the lighting was pretty cool, but I don’t think it has worked for a while. Three fourplexes in a row, plus a vacant lot that used to hold one, are for sale on West Gray between Stanford and Taft, across the street from Barnaby’s and next to the West Gray Café. And Swamplot brings you this exclusive color commentary from a former tenant:

. . . they’re roach motels inside. Plus, the back parking has potholes deep enough for cars to get stuck in. The maintenance was horrible while I lived there, and then they jacked up the rent. But, for the price, the apartments were quite large with central AC. Just had to ignore the mice, roaches, ants and leaks.

No idea why, but there have been instances of lovebirds using the back parking lot to get some privacy in the past. Guess they drank too much at Cecil’s.

Why is the listing agent insisting all 4 properties “must be sold together”?

A number of readers have been asking what’s up with the new construction office set up on the former site of the Robinson’s Warehouse at the southeast corner of Montrose and Allen Parkway. The Aga Khan Foundation bought the low-lying property in 2006 with plans to build another of its Ismaili Centers on it — featuring lecture, conference, and recital facilities, a prayer hall and a social hall, and offices and gardens. Is that building ready to go up?

It doesn’t look like it. In the meantime, the construction office was parked on the property for a different project entirely, across the street: The new Rosemont Bridge, meant to connect the north and south sides of Buffalo Bayou Park. When Mayor White first announced the bridge project in late 2008, it had a different name and a different design. Called Tolerance Bridge, it a featured Moebius-strip-like superstructure that was meant to appear impassable from a distance:

There’s a new sign up across the street from the Jack in the Box at the corner of West Dallas and Waugh, announcing the new Whole Foods Market. And an employee of the building’s architect, Beckham Design Group of Austin, confirms that the project was recently put out to bid to general contractors.

How big will it be? Another source indicates the new store is now scheduled to be approximately 48,000 sq. ft. — including a mezzanine. That’s up a bit from what we’d last heard: that the market would be 40,000 sq. ft. and include “eco-conscious elements and tons of inviting space for neighbors to congregate.” Whole Foods Market signed a 25-year lease for the land with The Finger Companies back in 2008.

THE ALLEN PARKWAY SPEED TRAP Traffic accidents increased 47 percent and injuries 154 percent on Allen Parkway last year even as the number of motorists ticketed for speeding continued a lengthy and significant decline on the near-downtown roadway, according to police and municipal court records. . . . Houston police, who were unaware of the drop in speeding tickets until asked by the Houston Chronicle and were at a loss to explain them, said they will begin a weeklong study today of motorists’ speeds on Allen Parkway. If high rates of speeding are detected, an enforcement blitz with radar units will begin, said Capt. Driving around North Montrose, a reader is surprised to find the Allen House Apartments still standing. Weren’t those units part of the Allen House that was demolished more than 2 years ago — so the land could rest for a bit while Regent Square tries to get some funding?

I am curious as to why 2 buildings of the erstwhile allen house were left untouched. Was Regent square never expected to cover these lots or is this allen house a new entity with no links to the GID Urban Development Group ? Are these going to be demolished in the future?

A few details on that new Whole Foods Market planned for the corner of West Dallas and Waugh, just south of the now AIG-sign-free America Tower: Finger Companies, the owners of the land, says the new store will be 40,000 sq. ft. — slightly smaller than reported when the company first announced the project more than a year ago. Also: The store will have “a variety of eco-conscious elements and tons of inviting space for neighbors to congregate.”

The Finger Companies says the Whole Foods will be built “in conjunction with the developer’s proposed new luxury apartment project.” That project, also announced in the spring of 2008, was slated for the eastern portion of the site, closer to Montrose Blvd.

What’s happening to this brick office building on West Dallas, just east of Dunlavy? The Houston Business Journal‘s Jennifer Dawson reports it’s getting an energy-conscious renovation — overseen by Bailey Architects, designer of the original building in the early eighties.

The West Dallas building used to house local advertising firm Sachnowitz & Co. The vacant site of the former Aquarium Lounge is next door.

Early next year, the Royal Norwegian Consulate General will be moving in. The consulate general currently occupies offices in a tower on Allen Parkway.
