Gables of Inwood Apartments, 5600 Holly View Dr., Houston

City officials posted signs at the Gables of Inwood Apartments near Antoine Forest yesterday notifying residents that they need to vacate the property by Monday. The owner of the 165-unit complex, Collins Ofoegbu of El Sobrante, California, has received notices of more than 240 violations from city inspectors since purchasing the property in 2006.

Some received the news from orange “notice to vacate” signs affixed to their doors. The signs also warned residents that power would be disconnected Monday.

“I need, like, two or three months,” said an agitated Jolanda Hernandez, who waved a recent rent receipt while complaining in Spanish. “I need time so I can move out of here.”

Matt Stiles’s report in the Chronicle indicates there are also problems at a closer-in property with a much larger group of owners: the Park Memorial Condominiums near the corner of Memorial and Detering. Stiles says city inspectors planned to post notices at the condominiums at 5292 Memorial warning residents that the parking garage is unsafe and “may experience catastrophic failure at any time.”

Huntwick Apartments, 5100 FM 1960 Rd., Houston

A Dallas real-estate firm is ready to rescue the Huntwick Apartments on FM 1960 near Wunderlich Rd. from receivership — and also from its management, before that, by Louisiana real-estate investor Michael B. Smuck.

As of last year, just as it prepared to file for bankruptcy, Smuck’s Louisiana-based MBS Companies owned 65 apartment buildings in Texas — 33 of them in the Houston area. Even prior to that, the company’s property-maintenance skills had reached legendary status. The president and executive vice president of the Houston Apartment Association relayed complaints from residents and neighbors of MBS apartments to the Wall Street Journal last year, and reported that the griping had only increased after the influx of residents fleeing Hurricane Katrina in late 2005.

Here’s a commenter on the Houston Politics blog back in April (quoted in Swamplot), describing the scene at the 288-unit Huntwick:

Balconies have collapsed, lots of overgrown vegetation, the paint is peeling, there is obviously a total lack of maintenance. A large tree split in half on their property adjacent to Coral Gables Dr., and after the dead half lay on the ground (in plain view) for over 6 months, a crew finally cut it into smaller pieces, which then lay in the same spot for another 6 months.

Mayor White supports the Magnolia Glen project, but district councilman James Rodriguez and some residents of nearby Eastwood don’t like the location. “Former Councilman Gordon Quan, a member of the blue-ribbon commission, said . . . money helps determine where sites can be found. ‘People say, “Why don’t you put this in River Oaks or Memorial?” We couldn’t afford the land in River Oaks. RR Donnelley Building, 1015 S. Shepherd, Houston

A reader forwards us a report indicating Trammell Crow Residential has withdrawn its variance requests for the South Shepherd Apartments, planned for the current site of the RR Donnelley printing company building on the Shepherd Curve, between the themey Renoir and Gotham condo buildings. And it’s not just the variance requests — apparently the entire project has been withdrawn from consideration by the city. Judging from the Planning Commission hearings — and from the comments on Swamplot’s story about the project — there was a fair amount of neighborhood opposition to aspects of the project. Is this simply a strategic retreat or is Trammell Crow backing out?

RR Donnelley Building, 1015 S. Shepherd, Houston

Trammell Crow Residential is planning a new apartment building on the current site of the RR Donnelley printing company building on S. Shepherd, some sleuthing neighbors tell us.

The printing company sits between two cartoon condos near W. Dallas: Randall Davis’s Gotham and Renoir. The site for the apartments will include all of the land currently owned by Donnelley, extending from Shepherd through the parking lot east to Gross St. The Nazarene Missionary Baptist Church on Newhouse St. may own a small piece of the parking lot, reports an email making the rounds in the neighborhood.

Trammell Crow, which runs the Alexan apartment chain, is reportedly still in the early stages of planning . . . though apparently far enough along for the company’s planners to request some variances from the city. One variance request

is to not have to widen Newhouse to the now required standard of 50 ft. . . . To do so would adversely impact the church and the one townhouse at the end of Newhouse.

Post Oak Blvd. Parking, Blvd Place, Uptown, Houston

Sure, the super-Mod architecture, elevated sidewalks, artistically moistened streets, and glistening rotunda in the new Boulevard Place renderings make the place look pretty swank, but what’s with the token strip of parking spots out front? Is this gonna be pay-to-display valet? Some kind of shopping-center twist on a velvet rope line? Or just a stab at maintaining Houston street cred: Sure, Post Oak Blvd. might be going urban upscale, but this is one development that won’t be forgetting its strip-center roots!

Open House at Candlewood Glen Apartments, Houston

Chronicle reporter Matt Stiles continues his tour of substandard Houston apartments, stopping this week for a visit at the 172-unit Candlewood Glen Apartments, near the 5400 block of DeSoto:

Now, only about 12 units remain legally occupied, and the management office is shuttered. Rotting trash sits in piles. Copper pipes and air conditioners’ coils have been ripped on a mass scale from burglarized units. The swimming pool is filled with water the color of crude oil.

“It’s just a horrible place,” said Roy Millmore, executive director of the Near Northwest Management District, an organization that focuses on reducing crime in the area.

The poor conditions inside the complex have persisted for months, in part because many of the property’s 43 fourplexes are owned by out-of-state investors, rather than a single owner. That makes applying pressure to improve conditions more complicated for city inspectors.

Still, code inspectors had not visited the property in a decade until the Houston Chronicle documented its conditions. City officials say they had not received complaints from people living there and that they are trying to enforce codes more aggressively than in years past.

Northwest Corner of West Dallas and Montrose, Houston

Whole Foods Market has just signed a 25-year lease with the Finger Companies for land at the northeast corner of West Dallas and Waugh in North Montrose. The company plans to build a new 50,000-sq.-ft. store there, reports the Chronicle‘s Nancy Sarnoff. That’s the same size as the new Whole Foods that recently opened in Sugar Land, but the new Uptown store the company is planning as part of Boulevard Place will be 50 percent larger.

The North Montrose location is only a few blocks east of the site planned for Regent Square. And Finger has more ideas for the full 11 acres fronting West Dallas it bought from Knickerbocker Corp. earlier this year:

Plans for the site also call for 60,000 square feet of additional retail space and hundreds of apartments. The Finger Cos. will build a six-story, 445-unit multifamily complex on the property. Construction will start early next year.

A ring road will be created in the center of the development to tie into the AIG complex, located to the north of the site.

A future phase includes a high-rise apartment tower for the land closer to Montrose. Developer Marvy Finger said the building could be similar to his company’s 20-story Museum Tower on Montrose near the Museum District.

A company called JAW Equity Management has bought 5 Houston apartment complexes and is making some changes, reports Globe St.:

The . . . portfolio consists of the 340-unit Westbrook Place Apartments at 7825 Corporate Dr., which has been renamed to The Lodge Apartments; the 294-unit Waterstone Apartments at 7502 Corporate Dr., which was renamed Waterfall Park Apartments; the 252-unit Greenridge Park at 1351 Greens Pkwy., which is now Live Oak Bend Apartments and the 155-unit Wayforest Glen Apartments at 17601 Wayforest Rd. which was renamed Courtyard Manor Apartments. The 224-unit Ashford Point Apartments at 3950 Ashburnham Dr. will operate under the same name.

Memorial Hills Apartments Under Construction, 3200 Scotland St., Houston

A reader sends photos of the new Memorial Hills Apartments under construction just north of Memorial Drive and west of Jackson Hill at 3200 Scotland St., on the site of the old . . . Memorial Hills Apartments! The new apartments are being developed by Gables Residential, and were designed by Ziegler Cooper Architects.

The apartments will be 8 stories tall and face Cleveland Park directly to the south. The parking garage will be on the north side of the site.

Lantern Village, 5815 Gulfton, HoustonDavid Kaplan of the Chronicle catches up with Houston-apartment legend Michael Pollack and fills in a few details of the Colonial House story:

According to media reports then, Pollack lived in a super-size Colonial House apartment called “the Dream Suite,” which had a colored water fountain inside and a king-size water bed.

The Dream Suite was real, but Pollack says he never lived there. His home was the Four Leaf Towers and later the Houstonian, he said.

His glamorous stud image was just an act, he maintains, designed to rent apartments.

“I was promoting day and night,” Pollack said. “To me, it was a job.” . . .

According to Houston City magazine, he’d show up at nightclubs in a chauffeured custom Cadillac limousine with a moon roof. He traveled with an entourage, including bodyguards in satin jackets adorned with Pollack’s silhouette.

There are more memorable Pollack TV spots to be dug up:

One commercial featured Pollack in a safari outfit and a tiger. He had a fear of cats, even little cats, and being next to the full-grown beast was terrifying, he recalled.

In 1986, Pollack left Houston because, he said, the local economy and apartment market looked increasingly grim.

Colonial House was foreclosed on in 1988. It was acquired by DRG Funding Corp., the lender that financed the complex’s redevelopment. Pollack moved back to California, working there a few years before settling in Mesa[, Arizona].

In Houston, the Colonial House era is no more. A year after the foreclosure, the mammoth complex changed its name to Lantern Village.

Fire at Compton Courts Apartments, 419 Richey Rd., Pasadena, Texas, April 11, 2008Reflecting on the recent attention drawn to State Rep. Hubert Vo‘s tenement-quality apartment complexes — as well as three more local value-priced apartment structures that burst into flames over the last few days — local blogger Slampo says the quintessential Houston residence is finally getting the attention it deserves:

We’ve long contended—in barrooms, on Metro buses, while walking our dog late at night—that the signature Houston residence is not the River Oaks mansion or the Heights cottage or the Westbury suburban rambler or the Randall Davis “loft” apartment or the Pulte Home in the Outer East Jesus Subdivision (we just love the ones with paddle boats on the man-made “lakes”) but rather the one- or two-bedroom unit in a two-story complex, usually but not always situated outside The Loop, that was constructed anytime from the late 1960s through mid-’80s and whose population typically has gone through one or more pronounced demographic shifts: say, from all-white to mixed to mostly black to predominantly Hispanic . . .

Slampo also makes note that Houston Chronicle readers online have taken up reporter Matt Stiles’s suggestion to identify similar “problem properties” around town:

The finely detailed and descriptive comments affixed to Stiles’ posting confirm that there’s nothing like the topic of “crappy apartments” to arouse the local populace. You don’t have to be a really perceptive sort to see that many of the bright-line social divisions in Houston—over crime, schools, “changing” neighborhoods—neatly align with the divide between apartment renters and owners of single-family homes and townhouses (and while race and/or ethnicity is a factor in these divisions, class is the underpinning). This is partly due to the proximity of subdivisions to sprawling complexes, a phenomenon that we assume is somehow linked to the city’s lack of zoning (but one that, come to think of it, we’ve noticed in other, newer-type Sunbelt cities). But mostly it’s because landlords allow these places to go down the toilet and become magnets for crime and gangs.

Courtyard Apartments, 950 Villa de Matel, Houston

Chronicle reporter Matt Stiles has found two more properties owned by State Rep. Hubert Vo: The Northpoint Apartments, at 74 Lyerly St., just north of the Northpoint Mall; and the Capewood Apartments, at 4335 Aldine Mail Rd., outside city limits.

And, uh, they’re not in great shape:

Tomasa Compean, 58, has lived for 18 years in her one-bedroom unit, where she pays $450 a month and has never received new carpet or paint. White powder bug poison outlines her baseboards, and a leaky faucet has left a large patch of rust and mildew in her tub, which apartment officials have covered only with paint.

“There are a lot of defects in the apartment,” said Compean, speaking in Spanish. She also complained about a lack of security at the complex. “The worst things are the roaches and mice. That’s just too much.”

Carmen Aguilar, whose two-bedroom apartment faces a dusty courtyard next to a swimming pool filled with opaque green water, pointed to a buckled wall and a large, moldy hole above her bathtub.

The Chronicle also found other potential violations at the complex, including an entry gate bent to a 45-degree angle, discarded furniture, masonry damage and busted breezeway lights. Workers could be seen Wednesday making some repairs, a day after the Chronicle asked the city about the property. . . .

Among other potential city violations at three complexes were overflowing Dumpsters, damaged parking lots and an algae-filled swimming pool — all conditions that could prompt criminal fines.

Vo, who has owned the properties for years, took blame for the problems Wednesday, saying he had not done enough to ensure the complexes were maintained. He said he would improve the conditions, pledging personal inspections of individual units, cooperation with city officials and outreach to residents to encourage them to report concerns.

One thing that will help: Vo is apparently a quick study with repair estimates. A year ago, Houston Press reporter Ruth Samuelson spoke to him at Thai Xuan Village near Glenwood Valley, just north of Hobby Airport, after it was threatened with demolition. Mayor White had asked Vo to serve as a liaison between residents of the complex and the mayor’s office:

. . . Vo thinks the community can’t tackle this project; it’s far too big. Vo, who owns several apartment complexes, says he walked the perimeter of Thai Xuan Village when he was there mid-March.

“I believe the structure could be okay, maybe some railings need to be fixed,” he says. “But the face-lift of the property needs to be done.” After a quick examination, he said the project would cost well over $100,000.
