SUGAR LAND’S CONVICTS-FOR-LEASE PAST UNEARTHS ITSELF OFF UNIVERSITY BLVD. Crews at work on the new Sugar Land school building — dubbed The James Reese Career and Technical Center — at the corner of Chatham Ave. and University Blvd. made unexpected human contact in the middle of last month, Fort Bend ISD spokesperson Veronica Sopher tells Click2Houston’s Syan Rhodes: “We were back-filling into a trench when we found some remains, or what we thought could be remains.” The caretaker of a graveyard less than a mile away — which sits on the former Imperial State Prison Farm — wasn’t surprised. Having overseen the Old Imperial Farm Cemetary (pictured above with the same errant spelling) for nearly 20 years — reports the Chronicle’s Brooke A. Lewis — “[Reginald] Moore believes it’s just part of a larger graveyard that includes the remains of those who were part of the convict leasing system,” a statewide program through which Texas allowed mostly black prisoners to be contracted out for free labor shortly after slavery was outlawed. Fearing damage to the then-undiscovered grave sites, Moore “relentlessly pushed city and school officials to study the open area near the cemetery and urged them not to build nearby,” but construction began anyway last November. HOW BELLAIRE’S NEW H-E-B IS RISING ABOVE ITS OLD PARKING LOT H-E-B’s double-decker replacement in Bellaire is now hovering over the spot where its old store, neighboring strip, and adjacent parking lot once fronted Bissonnet and Cedar streets. The photo above — tweeted out by KHOU’s Bill Bishop views the elevated supermarket’s southwest corner from the intersection of 5th St. and Cedar, showing its second-story grocery level towering above a 3-acre, all-parking first floor. Not visible in the scene: the additional acre of parking that sits on the opposite side of upstairs deck, along Bissonnet in front of the store’s main entrance. INDICTMENTS BRING LE MERIDIEN HOTEL RENNOVATOR’S INTERSTATE KICKBACK SCHEME TO LIGHT A construction boss who oversaw work to turn the Melrose Building on the corner of Walker and San Jacinto into the new-ish Le Meridien Hotel has been indicted for his role in a scam to embezzle $3.4 million from his employer — The Beck Group — during its renovation of the structure. “[Moses] Said was picked to manage construction at the Le Meridien Hotel from 2016 to 2017,” reports the Chronicle‘s Gabrielle Banks. “Prosecutors say he turned in fake invoices he had signed off on asking the Beck Group to pay for services that were never provided. After the fake contractors received money from Said, they kicked back some of the illegal proceeds to Said, according to court documents.” Also named in the indictment: 8 co-conspirators across multiple states who worked with Said as part of the scheme. CITY COUNCIL APPROVES MUD FOR 800 NEW HOMES ON PINE CREST GOLF COURSE Houston’s city council voted today to approve a proposal to create a municipal utility district for an 800-house development Meritage Homes wants to build on the former Pine Crest Golf Course. The golf course, which lies within the 100-year floodplain, is located at the corner of Gessner and Clay in the Brickhouse Gully watershed — where 2,300 residential structures flooded during Harvey. Today’s vote was on a proposal identical to one that was considered by the council last October but instead referred to the mayor’s office for further review. A representative of Meritage Homes told the Chronicle following the initial proposal that it would publish an analysis of “where or how floodwaters would flow across the surrounding land” after construction. But it later decided not to — reported the Chronicle’s Mike Morris — claiming that such a study would have been “irrelevant” in light of the city’s new standards for building in floodplains. A no vote by city council today would not have necessarily killed the project, council member Brenda Stardig noted to Morris — although it would have forced Meritage to find an alternate source of funding for the neighborhood’s infrastructure. SHUTTERED LANCASTER HOTEL’S POST-HARVEY REDO HAS BEGUN The latest purchasers of the recently-renovated Lancaster Hotel hotel at 701 Texas Ave. had only owned it for about 2 months before 2 ft. of water entered its lobby — and 12 its basement — during Harvey, reports the HBJ’s Cara Smith. Its last redo in 2013 was along the same lines (“significant alterations to the lobby, guest rooms, suites and meeting spaces,” the HBJ wrote then) as what Magnolia Lodging has planned for it now: “a redesigned lobby, guest rooms, a new restaurant and bar, an indoor mezzanine, an espresso bar and a new cardio fitness studio.” The 92-year-old structure has been shuttered since the storm, leaving its 12 stories and adjacent parking lot (where 2 buildings were demolished on Louisiana in 2016) unoccupied. METRO NOW TESTING OUT SELF-DRIVING BUSES FOR HOUSTON Preliminary tests of the new autonomous buses METRO is studying for potential use in Houston have gone well so far, agency board member Sanhjay Ramabhadran said at a luncheon in Cy-Fair on Tuesday — “although,” he added, “they tend to overheat in the Texas weather.” The next test phase, METRO spokesperson Jerome Gray tells abc13, “will be on the campus of Texas Southern University with a small bus at slow speeds.” If it goes well, a prototype could then graduate to real traffic. Last January, the U.S. Department of Transportation named Houston one of 10 official proving grounds for driverless buses “in part for its miles of HOV lanes that could easily work as testing lanes.” [abc13] Photo: METRO

CLEANUP CREWS NOW POLISHING DOWNTOWN HOUSTON’S MOST FAMOUS ABANDONED BUILDING A reader in the KBR Tower 2 blocks east of the former Days Inn at 801 St. Joseph Pkwy. reports sightings of several different crews that have appeared outside the north face of the hotel within the past week. A pair of crane trucks have been parked at the foot of the hotel’s garage, and a swing-stage scaffold is hanging near the top of the podium. Also noted: Workers have cleared out debris from inside the garage, and accumulated trash has been removed from the pool of the 31-story hotel-turned-Vedic-school. NASA TO STUDY HOW LOUD SUPERSONIC JET GETS BY FLYING OVER GALVESTON Lockheed Martin is pitching its planned supersonic passenger plane as the quietest yet — despite its top speed of 940 mph. The company says a prototype will be ready within the next few years. But NASA won’t wait that long to find out how loud it’ll be: “the government agency will use an F/A-18 Hornet aircraft to replicate the softer sonic boom and measure how receptive Galvestonians will be,” reports the Chronicle‘s Andrea Rumbaugh. After lifting off from Ellington Airport, the plane will dive down at a 53-degree angle off the Galveston coast, breaking the sound barrier as it does. “Most of that sound will go toward the water,” writes Rumbaugh. But when it pulls up, “some of the sound will travel toward Galveston. By the time it reaches the island, it will be at the sound level expected from NASA’s X-plane.” Five hundred chosen residents and a handful of sound monitors will listen up for 10 non-consecutive days in November and provide feedback on the noise level — which NASA’s project manager says shouldn’t be that bad: “If a traditional sonic boom is hearing a thunderstorm directly overhead,” he explains “then the new reduced sonic boom will be like hearing a storm rumble far in the distance.” [Houston Chronicle ($)] Rendering of Low Boom Flight Demonstration X-plane: NASA

COMMENT OF THE DAY: THE CITY SHOULD HAVE BEEN BUYING PARK SPACE SOONER “Back in the Mayor Parker days, the city would just take the green space fees and use them to plug holes in HPARD’s budget. As was typical for the time, the reasoning from the Parker administration was basically: ‘Nothing says we can’t do that.’ Sadly, back then, market value was about half of what it currently is in the Heights and other hot markets in town where larger tracts are becoming exceedingly rare. AFTER HARVEY, WILL KINGWOOD PROPERTY TAXES BE ENOUGH TO FUND A NEW EVACUATION ROUTE? What would it take to turn Northpark Dr. into an all-weather evacuation route for Kingwood? “We’re going to have to bring it up out of that [floodplain],” TIRZ 10 consultant Ralph De Leon tells the Chronicle‘s Melainie Feuk, “which means the road’s going to have to come up.” The goal: “In a Harvey-like event, the road will still be passable and you can move people from the back of Kingwood to 69,” says city councilmember Dave Martin. A NEW HEIGHTS PARK FOR THE SHUTTERED BUS STOP ON N. MAIN? METRO rendered the Heights Transit Center just north of Cavalcade obsolete when its new bus routes went into service in 2015. Although 3 routes still converge below the southern tip of the 0.88-acre, triangular property where Studewood dies into N. Main, not all of them let on at that location and none of them arrive at the covered waiting area riders once used for boarding. Now, reports the Chronicle’s Mike Morris, the City plans to buy the unused lot. The price: $1,425,000, to be funded by fees imposed on developers who didn’t include green space in their projects as specified in a 2007 ordinance. The fees, writes Morris, “must be spent there within three years and can be used only for park improvements.” The city council will vote on the land purchase today. CLOSING IN ON CLEANUP TIME AT THE SAN JACINTO WASTE PITS The EPA, TCEQ, and the 2 companies they’re holding responsible for cleaning up the San Jacinto Waste Pits near I-10 will soon get started on the design phase of a project to remove about 212,000 cubic yards of dioxin-contaminated muck from the Superfund site — reports the Chronicle’s Alex Stuckey. It’s “expected to take about 29 months,” she writes, “with the clean-up to follow.” The cooperation marks a friendly turnaround in the EPA’s relationship with the 2 companies — International Paper Co. and McGinnis Industrial Maintenance — which it thought about taking to court last year after they initially opposed the agency’s plan.
