Coventry Development’s senior VP Keith Simon wouldn’t answer media questions today concerning the possibility that the new 1,800-acre mixed-use community his company wants to develop just south of The Woodlands might have the newly consolidated headquarters of the largest oil company in the world as its very first neighbor. In January, the Chronicle‘s Nancy Sarnoff reported on plans shown to her — apparently prepared for Exxon Mobil — showing an “elaborate corporate campus, including 20 office buildings with 3 million square feet, a wellness center, laboratory and multiple parking garages” on a 400-acre site near the intersection of I-45 and the Hardy Toll Rd.

Meanwhile, an informant tells Swamplot about a real-estate “study” Exxon Mobil has reportedly been conducting of all the properties it owns and leases in Houston: “the old Humble building at 800 Bell downtown, the Chemicals complex at Katy Fwy. and Eldridge, the lovely Greenspoint campus across from Greenspoint Mall, the research facility on Buffalo Speedway, and others.” The company is considering vacating all these sites — as well as its large and valuable Fairfax, Virginia campus outside Washington, D.C. — and consolidating all employees in the new megacampus just south of The Woodlands. (Baytown refinery employees, don’t worry — you’d get to stay put.)

Although the company is telling its understandably concerned employees who happen not to live in Spring or The Woodlands not to worry, that this is still just a study, there is already work being done to prepare the site for building.

Well, our readers didn’t come up with answers to these questions from last time, so Swamplot did a little digging:

  • River Oaks: Will the recently denuded River Oaks Blvd. host any actual oaks again? According to River Oaks Property Owners general manager Gary Mangold, that decision hasn’t been made yet. ROPO, the River Oaks Foundation, and boulevard residents will eventually vote on one of 3 separate proposals for reforestation.
  • Houston Heights: Design firm APD‘s Mark Van Doren tells Swamplot there never was a plan to put parking under the scooted-over and raised Perry-Swilley House now settling into its new digs at 1103 Heights Blvd., one lot north of its original site (see photo below). But there are plans to park an enclosed wine cellar and gameroom under about 30 percent of the house’s elevated footprint. What’s going into the lot on the corner of Heights and 11th St. the house vacated? Either a single-story commercial building or a 2-story house fitted for commercial purposes, Van Doren says. Either one would be “historically styled.” But nothing’s happening for now — the property owner is waiting for an anchor tenant to appear.

SCHOOL-DISTRICT MANIFEST DESTINY Cinco Ranch — recently named the fastest-growing residential community in the country by a real-estate consulting firm — will keep expanding west. Newland Communities just purchased 492 acres west of neighboring Pine Mill Ranch, way out near Firethorne between FM 1463 and Katy-Flewellen Road; the company plans to have new Cinco Ranch-branded homesites available there within a couple of years. Further west, there’s even more land available for cheap: the 742-acre Tamarron Lakes subdivision was foreclosed on in April. Kirk Laguarta of Land Advisors Organization, who’s marketing that property for $19K an acre, tells the Houston Business Journal that the property that Newland just bought is considered more valuable that that, in part because it’s zoned to Katy ISD. But Newland may not be interested in expanding Cinco Ranch into Tamarron Lakes — that development belongs to the Lamar Consolidated ISD. [Houston Business Journal]

The launching pad for I-45’s Mount Rush Hour, that presidential muck circle in Pearland, and more outsize sculpture projects has a buyer. David Adickes — creator of the giant Sam Houston of Huntsville and the disembodied cellist in front of the Lyric Center Downtown, and yes, the original owner and projectionist for sixties psychedelic Commerce St. hangout Love Street Light Circus — is selling his SculpturWorx compound off Sawyer St. to Phil Arnett and L.E. “Chap” Chapman. Arnett and Chapman are best known for turning an old staple manufacturing building down the street from the original Goode Co. Bar-B-Q on Kirby into the Bartlett Lofts. Their plan for Adickes’s 78,175 sq. ft. of warehouse space at 2500 Summer St.: keeping the “artist flavor” (and most of the tenants) of the old buildings, while renovating the property and using up to 22,000 sq. ft. of it (Adickes’s first-floor studio, for example) as commercial space — maybe including a restaurant or two.

A few highlights from last night’s meet-and-jeer on the third floor of the George R. Brown Convention Center Downtown, where representatives of Walmart, Ainbinder, and the city gave presentations on the Walmart and related retail developments proposed for the area around Yale and Koehler streets in the West End:

  • Mayor Parker announced she had originally hoped to hold the meeting at the United Way building at 50 Waugh St. in Memorial Heights, but the nonprofit turned her down — probably because of concerns it might get “rowdy,” she joked. But the night’s meeting format seemed designed to keep public outbursts to a minimum: After the presentations, attendees were asked to break up into smaller groups and gather around tables in the back to get their questions answered, one by one, from city officials or developer representatives. Before attendees could be dispersed, though, a few people managed to work their way to a microphone and ask questions or make statements in front of the entire room.
  • A significant percentage of the crowd wore “I don’t want that Walmart” red shirts. It wasn’t clear what portion of the less-vibrantly-dressed people there supported the development, but during his presentation Walmart senior VP Jeff McAllister did announce that many of the company’s suppliers were in attendance.

MORE THAN A COLLECTION OF RED SHIRTS AND BLUE SHIRTS Hearing the news that Mayor Parker will be hosting a public meeting Wednesday evening at Downtown’s George R. Brown Convention Center to answer questions about Ainbinder’s Walmart & friends development targeted for a 24-acre property near the intersection of Yale and Koehler streets in the West End (just south of the Heights), the folks behind the Stop Heights Walmart website have come up with an interesting plan: Urge opponents of the discount chain’s first foray into Houston’s Inner Loop to attend the meeting wearing red shirts. Notably, that’s the daily uniform of the hundreds of thousands of “team members” who work for discount rival Target. One Walmart opponent noted on the group’s Facebook page that red shirts are available for low prices at Walgreens. “Please don’t buy them at Walmart :) Given, right?” asked another commenter. A few representatives of Ainbinder and Walmart itself will be on hand at the meeting, wearing blue vests and greeting visitors at the door. Ainbinder Company president Bart Duckworth says he’s hoping to unveil plans to “community leaders” next week for the firm’s 23-acre development at Yale and Koehler in the West End — which the company is calling Washington Heights. But it sounds like they’ll look at least something like what we’ve already seen. Some details: The exterior of the Walmart the company wants to plant on 15 acres of that development will “feature more browns and show an effort to break up the stark ‘big box’ look with architectural detailing,” writes real estate promoter Ralph Bivins, who the company invited to look at the plans. Duckworth tells Bivins the Walmart’s large parking lot and store front will have tree plantings that “exceed the norm.”

The project’s leasing broker tells Bivins he wants “chef-driven restaurants, local boutiques and non-chain outlets” to occupy the new retail spaces on Yale and Heights Blvd., which he views as an extension to recent developments along Washington Ave.

COMMENT OF THE DAY: WEST END WALMART IN DETENTION “. . . The only negative to the city to me has to deal with drainage. The developer (under current city policy) can claim the site was previously developed which means no storm water detention needs to be provided for the tract. The mayor and several other local groups believe that all new large scale development should provide detention regardless of the previous conditions of the site. More evidence that Walmart is now in full campaign mode as it pushes for public support to build what the company is now calling its Central Houston location: Residents of the Heights, Timbergrove Manor, and many other nearby areas have reported receiving a small slick brochure in the mail touting the benefits of the proposed “custom-designed” store at Koehler and Yale in the West End. The mailer asks recipients to send in an attached postcard indicating their support for the project — and asks them if they’d be willing to contact city council members and other “city leaders” as well. The mailer is identified as coming from Friends of Walmart, an organization with a 77270 Houston P.O. box address. But the website link featured on the brochure, WalmartHouston.com, is clearly a project of Walmart itself. That website follows the same format as others the company has set up (see the Chicago and Baltimore equivalents) to campaign for public support or approvals necessary to build urban stores in other major cities.

The ad copy uses some form of the term “community” 10 times. Also worth noting: The Friends of Walmart mailer describes the proposed West End site — formerly home to Trinity Industries’ steel fabrication plant — as “an unused piece of property that is much in need of remediation.” But the brochure doesn’t specify what remediation Walmart — or Ainbinder Company, the project’s developer — plans to complete before construction begins. The Walmart Houston website makes no mention of any possibly toxic materials lying in wait at the former plant.

THE WEST END WALMART AND THAT “OUTSIDE AGITATOR” ARGUMENT Sadly, KPRC reporter Carl Willis doesn’t exactly specify who is “raising questions” about the neighborhood groups fighting Walmart’s attempts to build a new store in Houston’s West End. And he only shows a portion of Walmart spokesman’s Daniel Morales’s musings on the subject. But still, this is starting to get real fun: “As for the outspoken opposition, questions have come up about just who is supporting them,” Willis declares. “Written reports have alleged competing chains have paid consultants, or so-called Walmart Killers, to run anti-development campaigns in other cities.” Where could these suggestions have come from? Willis cuts to Morales: “It would be unfortunate,” says the Walmart spokesperson, “if another outside group or competitor would be creating a disingenuous movement . . .” Oh, but why cut him off there? DYNAMO STADIUM DESIGN NO LONGER SKETCHY AEG president Tim Leiweke says the design for the new Dynamo Stadium just east of Downtown is “100 percent complete,” and that at least 2 local companies have expressed interest in naming rights, which he’s eager to sell. “We are pricing the construction out now. We have a pretty good handle on the budget. The project will probably come in including the land at $110 million and the fact that we are sitting here talking about a ground-breaking by the end of the year and playing soccer and football for TSU by June of 2012 is amazing. Signs have been going up and coming down around the West End site Walmart is reportedly buying. Yesterday, Swamplot reported that signs posted over the weekend across from Koehler St. on Yale had been taken down, though a representative of the planning firm hired for the project told blogger Nicholas Urbano, who’s been protesting the development, that the removal had been a mistake and that the signs would be back up soon. They are up now, Urbano reports. But the two other signs surrounding the Walmart site (for the replatting of a portion of the Houston Heights Addition, shown above) have been removed. Another member of the “Stop the Heights Wal-Mart!” group reported on the group’s Facebook page that an engineer he encountered on the property told him that Ainbinder Company would now be “looking to present this a different way” at the August 5th planning commission meeting.

CITY TAX INCENTIVES TO HELP WALMART BUILD IN THE WEST END? Mayor Parker tells the Houston Press‘s Christopher Patronella Jr. that the city has been discussing the possibility of a tax-incentive agreement with the developer of the 25-acre site off Yale St. in the West End — where Walmart is planning to build a new store: “‘The city is not negotiating with [Walmart]. However, there are ongoing conversations with the developer regarding a 380 Agreement, which allows for the dedication of future tax revenues from a qualifying project to be used as reimbursement to the developer for necessary infrastructure improvements. 380 Agreements are authorized under state law and have been used previously by the city. This is still not a done deal.’ The 380 agreements, as established by the Texas Local Government Code, authorize cities to refund a portion of projected sales-tax income over a period of time. From Jan 1, 2000 to May 21, 2008, according to the City of Austin’s peer city comparison of economic development agreements, Houston has among the lowest number of such agreements with 11, next to Austin with 7. San Antonio is next in line with 43 and Dallas and Fort Worth with a combined 85. City spokesperson Janice Evans told Hair Balls that the city generally considers projects that are at least $25 million, require substantial new public infrastructure and create a measurable number of new jobs, for the 380 agreements. “The major project that I can point you to that utilized these same concepts is the planned [Regent Square] redevelopment of the former Allen House site.
