YOUR NEW DOWNTOWN PARKING HANDICAP That borrowed disabled parking placard trick you’ve been using to get free parking all day in metered spaces Downtown? It won’t work for much longer, Mayor Parker announced today, calling the abuse of the hanging tags an “epidemic.” That’s right: After October 8th you’ll only be able to park free with a placard for about 2 hours, or whatever the posted limit is. After that, you’ll have to feed the meter, or face a $30 fine. Downtown has 4,200 metered spaces; parking officials say as many as 500 of them are occupied for most of the day by vehicles displaying the disabled placards. [Houston Politics]

BECAUSE WHERE THERE’S SMOKING, THERE COULD BE FIRE In the aftermath of a West Houston grass fire that scorched 1500 acres of George Bush Park, Mayor Parker and some city council members are considering instituting a temporary smoking ban at all city parks for as long as the drought lasts. This week city council gave its blessing to a ban Parker instituted earlier on open-flame barbecuing and grilling in city parks. SOMEBODY FORGED TURTLEWOOD SQUARE SIGNATURES, BUT IT WASN’T HOANG Who forged neighbor signatures on a petition circulated to change the name of Turtlewood Dr. to Little Saigon Dr.? Someone who submitted them to city council member Al Hoang, a preliminary inquiry by the city’s Office of the Investigator General has determined. The report, issued last week, also appears to clear Hoang of allegations that he abused city resources in seeking to get the name of his street — in a development called Turtlewood Square, south of Bellaire Blvd. just outside the Beltway — switched. A lawsuit filed by neighbors in the case will continue; the decision on whether to proceed with an investigation of the forgeries will be up to the district attorney’s office. RED LIGHT GREEN LIGHT The city’s red-light cameras are going back on — effective immediately — Mayor Parker announced today. And after “a short period of equipment testing,” tickets will be issued again. In the meantime, the city will appeal the recent court ruling that invalidated last fall’s vote to turn off the cameras. The mayor said the city would owe millions of dollars “we simply don’t have” if it violated the court decision and the city’s contract with the vendor that operates the cameras. THE NANNY DIDN’T DO IT In a statement released last Friday, council member Al Hoang clarifies statements he made earlier to the Chronicle and KHOU 11 News’s Jeremy Rogalski that appeared to place blame for the forging of 16 neighbors’ signatures on a nanny no longer employed by Hoang’s family. The signatures were gathered for a petition requesting the name of Hoang’s street be changed from Turtlewood Dr. to Little Saigon Dr. “I have never placed blame on my former personal assistant, as some stories have portrayed,” the statement reads. “I have clearly said that the homeowners association tendered the petition to my assistant at home, not that she maliciously forged that petition.” Hoang says he welcomes the Office of Inspector General investigation into the incident, which Mayor Parker announced last week. YOU’RE STILL ON CORNER CAMERA Red-light cameras “continue to monitor intersections,” says Mayor Parker — even though no traffic tickets from the machines are currently being issued. Her comments came in response to a ruling this morning by U.S. District Judge Lynn Hughes that declared last November’s referendum ending the red-light-camera program invalid. The city charter limits the time during which a city ordinance may be repealed; according to Judge Hughes’s ruling, the referendum simply came too late. “Enforcing traffic signals by cameras may be good policy, or it may be bad policy. . . . The court simply must enforce the rules for making policy choices by charter amendment or referendum,” the Judge writes. “Those who favor repeal will react that this distinction is a legal technicality. Update, 6/20: Hoang has issued a statement about his nanny.

Mayor Parker has requested a separate city investigation into whether council member Al Hoang forged the signatures of 16 neighbors in a bid to change the name of his street from Turtlewood Dr. to Little Saigon Dr. A petition requesting the name change was circulated among the residents of Turtlewood Square — a development of 47 nine-or-so-year-old homes located behind a Bellaire Blvd. strip center just west of Arthur Storey Park. A lawsuit filed by several residents of the development alleges that the when the petition was given to Hoang it didn’t have the signatures of the required 75 percent of residents. The lawsuit claims that by the time Hoang submitted the petition to the city, it had gained an additional 16 names — all forged. Hoang appears to have told 11 News reporter Jeremy Rogalski that he believes his nanny — who no longer works for him — was responsible for the extra names. After the allegations of forgery, Hoang submitted a direct request for the name change to the city’s planning department. The mayor has put both name change requests on hold pending resolution of the investigation.

MAYOR PARKER: FEE-FREE IMPERVIOUS SLABS FOR EVERYBODY! Responding to criticisms that the city’s new Rebuild Houston drainage fees came out higher than figures bandied about before voters approved Proposition 1 last year, Mayor Parker announced today that every property owner in the city will receive a permanent drainage-free credit for the first 1,000 sq. ft. of impervious surface on a lot. The median bill, she says, should now be “between 5 and 6 dollars” per month, beginning in July. The credit will result in a reduction of funds available for drainage projects — down to $110 million from $125 million, Parker projects. To make up the $15 million shortfall in the first year, the mayor says she has negotiated prepayments to the city’s enterprise funds. [Mayor’s Office; previously on Swamplot]

PARKER: HOUSTON LOTS MUCH BIGGER THAN WE THOUGHT Acknowledging that the city underestimated the cost of the average homeowner’s drainage fee by $3.25 per month, Mayor Parker blames faulty estimates of the size of the typical Houston residential lot. The city had presumed that the average Houston home had a 1,875-sq.-ft. impervious footprint and sat on 5,000 sq. ft. of land. But appraisal district data and satellite images now show that the typical Houston home sits on a 7,500-sq.-ft. lot and has 2,850 sq. ft. of impervious surface. [Houston Chronicle]

DECODING THE CODE BUILDING SALE City council today approved the sale of Houston’s code enforcement building at 3300 Main St. to the Midtown Redevelopment Authority, for $5 million. The 57,899 sq.-ft. structure and parking garage on a full Midtown block, which also houses the city’s Green Building Resource Center, received several sealed private-sector bids before the February 17th due date. Last week, Mayor Parker declared that the Midtown TIRZ had submitted the high bid, but 2 council members disputed that, claiming the group hadn’t submitted a bid for the property at all. (One of them, Anne Clutterbuck, was the lone dissenter in today’s vote.) Chronicle reporter Chris Moran hasn’t been able to get a straight answer yet, but interprets a staff report to mean that the TIRZ did not submit a formal bid — the city simply determined a purchase from the government entity would be “the most advantageous.” What’s all the fuss? “The city built the sale of 3300 Main into its FY 11 budget, and it is now depending on that sale to help it bridge a $21 million projected budget shortfall for the fiscal year that ends June 30. There is still no information on what the Authority might do with the property, which remains off the tax rolls as long as it is owned by a public entity.” [Houston Politics]

HOUSTON’S SPACE SHUTTLE TRIBUTE — IN PIECES Sure, Houston won’t be the rest home of choice for any of the space shuttles that retired intact, but what about the ones that blew up? Mayor Parker says she now supports a plan being promoted by several family members of Columbia and Challenger astronauts to store recovered remnants of the exploded Columbia orbiter in a large warehouse connected to Space Center Houston. More than 80,000 separate pieces of debris recovered from the 2003 disaster are currently stored in a 16th floor office in the Vehicle Assembly Building of Florida’s Kennedy Space Center. Parker tells the Chronicle‘s Mike Morris she thinks an exhibit of burnt and broken shuttle parts here could “create a fitting memorial to those astronauts. Not a tourist attraction, but to really recognize the commitment that Houston and Houstonians have made and the sacrifices they’ve made for space. An effort led by former Houston mayor Lee P. Brown to recruit wealthy Chinese investors for a proposed 1000-room East Downtown hotel project on the opposite side of the 59 freeway from the George R. Brown convention center appears to be picking up steam. Brown is listed as chairman of the managing general partner of the project, a company named Global Century Development. Brown and Global Century’s president, Dan Nip, hope to raise money for the $225 million project from investors who want to immigrate to the U.S. through the U.S. Citizenship and Immigration Services’ EB-5 Visa program. That program, established as a result of the Immigration Act of 1990, allows foreign nationals to obtain a green card by investing a minimum of $500,000 — and thereby create 10 or more jobs — in qualified areas with high unemployment rates. An East Downtown investment zone identified by Global Century Development in the area bounded by Preston St., the 59 Freeway, I-45, and Dowling is the only area in Houston that qualifies as a “regional center” under the program.

A Powerpoint presentation prepared by Global Century Development that appears to date from last year sites the proposed hotel on three adjacent blocks near Saint Emanuel and Polk St. But a report in today’s Houston Business Journal by Jennifer Dawson indicates plans for the East Downtown hotel are focused on only 2 of those blocks, which Nip controls: They’re bounded by Polk, Saint Emanuel, Bell, and Chartres. Dawson reports that a pedestrian bridge connecting the hotel to the convention center across the freeway is being planned, but a schematic drawing of a bridge featured in the presentation appears to show it only crossing Chartres St., requiring pedestrians to cross under the freeway:

HISTORIC DISTRICTS VOTE: NEXT WEEK Yesterday’s scheduled city council vote on the latest version of revisions to Houston’s preservation ordinance was postponed for a week — but not before 7 council members offered their own separate amendments. Among them: a proposal by mayor pro tem Anne Clutterbuck that would allow historic districts to keep their current rules — or submit an application to be governed by the new stronger protections. But Mayor Parker doesn’t want a tiered system: “The mayor argued that leaving the ordinance unchanged would allow districts to be weakened ‘one house at a time,’ such as when owners legally could proceed with demolition even after their request to do so was denied. ‘We may lose some of the footprint of existing historic districts, but we’ll have an ordinance that actually protects them,’ she said.” [Houston Chronicle]

Longtime Swamplot readers may remember Richard Maier as the listing agent who advertised his own Talbott Wilson modern as a freebie that just happened to come with the 1.35-acre lot on Glencove St. he was selling. (The pitch was successful, luring buyer David Mincberg and later, a demolition crew.) Michael X. Flynn was the designer and contractor responsible for transforming a small Upper Kirby office building into this little villa of vaguely Corbusian pleasures. (That one’s still on the market.) Now they’ve put their own little uh, white house on the market. The pair moved into 26 Crestwood Dr. a few years ago, though they previously owned the 2 properties that flank it. All 3 mansions share a gated driveway that faces directly into the southern reaches of Memorial Park.
