Snohetta Design for Central Station Canopy, Main St. at Capitol, Downtown Houston

Wondering whatever happened to the competition entries from architects competing for the new Main St. light rail station planned for the block between Capitol and Rusk streets downtown, where the new East End and Southeast Lines cross the existing rail line? After a long silence about the project, Metro board members voted yesterday to scrap the plan for a signature station at that location, and to spend $1.05 million to build a standard canopy there instead.

The winner of the invitation-only competition — which included SHoP Architects, LTL Architects, and Neil Denari from New York as well as Houston’s Interloop—Architecture — was New York and Oslo firm Snøhetta. But who’d have known it?

That no-tracks land along Harrisburg Blvd. between 66th and Cowling on the East End Line is supposed to look something like the underpass that these new renderings depict. Right now, though, Harrisburg isn’t passing under anything — but lying in wait instead between the nearly completed eastern and western sections of the line that stop here dead in their tracks. Though Mayor Parker announced more than 2 years ago that the East End Line would get $20.6 million in diverted funds to build the Hughes Underpass below the Union Pacific East Belt freight rail line, construction hasn’t started. Why? Well, it appears that Metro hasn’t selected a company yet.

GOT ANY BIG IDEAS FOR METRO’S FUTURE? You know you’ve thought about Metro. And it just so happens that Metro has been thinking about you: Officials plan to spend the next year and a half imagineering a revamped transit system, almost as though from scratch, and they’ve set up a 15- to 20-minute survey to solicit feedback from folks who actually ride the things. Metro’s Christof Spieler explains to KUHF: “You can’t bring in an expert and get the right answer because there’s no one right answer to [the] question. So the first stage of this, which is what we’re getting public input on right now, is actually what should our goals be. What kind of system are we trying to operate? Mark your calendars! The implosion of the big brick box that used to shelter Macy’s and Foley’s has been scheduled bright and early: It’ll go down at 6:10 a.m. Sunday, September 22. The Kenneth Franzheim-designed department store at 1110 Main St. has already suffered some selective chunkage, and it looks like serial crusher Cherry Demolition will be in charge of setting off the final charges.

Though Cherry is pretty experienced with this sort of thing, the building’s proximity to the light rail line seems to have spurred Metro into some serious contingency planning: Internal documents show that Metro has set up alternative service for anywhere from 2 days to 3 weeks in case something goes wrong.

Here’s the plan: The trains will stop running on the evening of Friday, September 20, to give Metro plenty of time to remove poles, wires, brackets, supports, etc. A contractor has been hired to “Utilize Containers,” says those documents, and build a wall around the water spouts and decorations at the Main Street Square station catty-corner from the building. Meanwhile, Metro will be double-checking its insurance policy.

The very first train graced the tracks of the North Line light rail extension earlier today — though this was only a test, says Metro’s Christof Spieler. That explains why you can’t see in this photo taken near the Burnett Transit Center north of Downtown any overhead wires — the train was being towed by a diesel tractor. (Diesel tractor not pictured.) And it explains why you can see that foam bumper: That, says Spieler, was meant to catch anything built too close to the tracks. More test train should be running all by themselves this fall, he adds, and full service is scheduled to go in December.

METRO’S NEW TRIP-PLANNING APP You can now download T.R.I.P., a trip-planning app that’s all Metro’s own. The Write on Metro blog first mentioned the app in October 2011, reporting that a launch was expected later that winter. Of course, that delay isn’t mentioned in today’s press release announcing that the Transit Route Information and Planning app, a screenshot of which is shown here, is up and running, ready to provide schedule and route information based on the user’s location, predict “to within 3 minutes” arrivals of the next bus or train, and generate routes. MACGREGOR PARK’S MLK MEMORIAL TREE ‘DOESN’T LOOK GOOD’ Last spring, Metro spent $100,000 to relocate this tree out of the way of the expanding Southeast Line. Planted in 1983 near Old Spanish Trail and MLK Blvd., the tree was meant to stand in for an MLK memorial that’s still to come. While Metro crews worked in May to transplant the tree a few hundred feet away to a site inside MacGregor Park, Black Heritage Society president Ovide Duncantell chained himself to it to make sure everything went off without a hitch. But now the 30-year-old tree’s “strugging to survive,” reports the Houston Chronicle‘s Robert Stanton: “‘The tree doesn’t look good to me,'” Duncantell tells Stanton. “‘I’m not in a position to say that tree is dying, but I’m hoping like hell that it’s not. The city . . . and Metro have a commitment to our organization that the tree would continue to stand there as a sentinel until that statue is completed. They should have been watering the tree all along, and this wouldn’t be a question. . . . HOUSTON’S NEW SHORT BUSES Metro will roll out a fleet of these 15-passenger van-like buses this week on 13 underused routes, reports The Highwayman’s Dug Begley: “Following a voter referendum to continue giving a quarter of Metro’s sales tax collections to local cities for road repairs, the agency said smaller buses would be a better fit for routes where conventional 40-foot buses were mostly empty.” According to a press release from Metro, the shorter 27-ft. buses will have “all the amenities” of the conventional ones, with “header signs, interior pull cords, and audio/visual announcements.” You’ll be able to see them for yourself tomorrow at the Southeast Transit Center on Scottcrest; the buses will begin running routes Wednesday and Thursday from the Magnolia TC on Harrisburg and the Acres Homes TC on Little York. [The Highwayman; Ride Metro] Image: Write on Metro

COMMENT OF THE DAY: OBSTACLE COURSE SIDEWALKS WERE PART OF THE EAST END PLAN “. . . The City government had the power, through its consent agreement, to require wider sidewalks. Put another foot or two on a sidewalk and suddenly an intrusive fixture, like a power pole, become less of an obstacle. However, elected officials at that time were freaked out about right-of-way takes. Also, the mayoral administration at that time decided that the City should not burden METRO with more costs, a position with which of course METRO heartily agreed. There was no other funding mechanism (like the recently created East End TIRZ) to fill the cost gap. There were those of us who tried very hard to express our concern, but it was decided otherwise. A SPECIAL KIND OF LIMBO FOR METRO’S UNIVERSITY LINE Have plans for a light-rail line along Westpark and Richmond from Hillcroft to Eastwood been dealt a deathblow? In a story aired this evening, Ted Oberg claims Metro “recently took that project off the table” — and that “nothing will be built until at least 2025 if Metro gets its way.” But transit agency spokesperson Jerome Gray says the patient is still alive: “The Metro Board has not scrapped plans for the University Line,” he tells Swamplot. “While work has slowed down Metro has not pulled this project out of its rail expansion program. . . . How far along is construction on the 3 rail lines Metro is building? A little more than a year ago, HAIF user ricco67 took a video camera along on drives following the paths of each soon-to-be rail route, and posted the results. With the completion of a video taken alongside the East End Line construction from Downtown to the Magnolia Transit Center posted yesterday (above), you can now spot-check progress in updated tours of each of them.

LIGHT RAIL SCORECARD: 6 MILES DOWN, 9 TO GO, CULBERSON BLOCKING GOAL Metro says it’s now laid 6 miles of track for the 3 light-rail lines its working on — the new East End and Southeast Lines and the North Line extension. And construction is now under way on 10 of 24 new stations. All is on track for a 2014 opening date, including $200 million of federal funds for 2 of those lines, approved by a vote in the House of Representatives last Friday. Also approved within the same bill, though: Congressman John Culberson’s ban on federal funding for both the Uptown Line and the long-delayed University Line. Poke along Polk St. in the Woodleigh area of “Greater Eastwood” to find this vintage brick bungalow. Since it’s next to an auto repair service, the home acts as a bookend shoring up one end of a mostly residential block. A convenience store caps the other end; a shopping center is in the next block.

The listing’s location close to Cullen Blvd. means both current and future public transportation options. Metro buses, for example, stop nearby and Polk St. itself has a bike lane. Meanwhile, Metro Rail has 3 stations pending in the area, though each might turn out to be a bit of a hike from the home. It’s about three quarters of a mile to the future Green Line’s York and Lockwood/Eastwood stations. The Purple Line’s Leeland/Third Ward stop is going up just over a half-mile away.

University of Houston officials have asked Metro to move a portion of the Southeast Line, currently under construction, off its planned route — and off campus. Work on portions of the line on Wheeler and Scott streets near Robertson Stadium came to a standstill 2 months ago, West U Examiner reporter Michael Reed notes. Metro and UH officials have apparently been negotiating on the layout of the light-rail route since that time, but so far, according to Reed, there’s been no agreement.

Metro’s planned design for the line requires the transit agency to purchase a total of 4.48 acres of UH property, much of it in a strip along the eastern side of Scott St., just west of the stadium. A plan submitted to the Department of Transportation for funding last year shows the line and a Scott/Cleburne station on the east side of Scott St., on part of what’s currently a stadium parking lot. (The map, below, also shows that Metro adjusted the plan from a 2008 layout that would have eaten up more UH property.)
