It sure looks like demolition is a-coming for the Greenway Gardens apartments at 3131 Timmons Ln. near Greenway Plaza. Either that or the 43-year-old 10-building apartment complex is undergoing a rather brutal first phase of a renovation — as portrayed in the photos shown here, which were taken late last week. The 3-story complex sits on 6-and-a-half acres between W. Alabama St. and Richmond Ave.

Survey Flags at Proposed Site of Regent Square, Allen Pkwy. at Dunlavy St., North Montrose, Houston

Remember way back in 2007, when excavators tore down portions of the Allen House Apartments in North Montrose to make way for GID Development’s massive mixed-use project known as Regent Square? Well, it’s okay if you don’t. Anyway, the thing hasn’t happened yet, though the nearby apartment tower that opened last year called the Sovereign (seen in the background of the photo above), which wasn’t included the original plans, is now cited as Regent Square’s first phase. What of phases 2 and above? Swamplot reader Mike Bloom reports there’s evidence of recent action on the now empty lot at the corner of Dunlavy St. and Allen Pkwy., dating from the middle of last month: little pink flags on stakes — the kind typically used for surveys.

H-E-B Bellaire Market, 5130 Cedar St., Bellaire, TexasThe new 70,000-sq.-ft. grocery store H-E-B is hoping to build to replace its current location near the intersection of Bissonnet St. and S. Rice Ave. in Bellaire (pictured in the bottom photo) may fit most of its parking space underneath the store. Speaking to Bellaire residents at a meeting earlier this week, officials from the company described an option that would require demolition of the entire shopping center at 5100 Cedar St. — including the existing 20,000-sq.-ft. H-E-B store and all adjacent stores. In its place would go up a 70,000-sq.-ft. store with parking underneath and in front. All shopping would be on the second floor.

To help describe the concept, officials showed images of the company’s store on Nogalitos St. in San Antonio (pictured in the top photo), which opened last month. That store, which is only 62,000 sq. ft., features a first-floor parking garage and a “travelator” (similar to one of the escalators installed to connect the garage to the entrance of the new Post Oak Blvd. Whole Foods Market) to move shoppers and their carts between levels. (The low structure in front of the building is a preserved section of the façade of the previous store on that site.)

Upper Level Groceries

A couple of simulated fly-overs of a portion of a revamped Allen Pkwy., put together by consulting engineering firm Walter P Moore, show how the signature River Oaks-to-Downtown sorta-highway will look after a park-centered makeover is completed next summer. The projected $10 million redo partially answers the question popping up in many people’s minds after seeing all the new trails and structures and amenities and dogs going in along the bayou it lines: How are car-bound Houstonians supposed to get to the new Buffalo Bayou Park?

Part of the answer, of course, is by using 175 new angled parking spaces, most of them lining a new separate parking access lane lining the north side of Allen Pkwy. between Rochow St. and Eleanor Tinsley Park. As the video above (showing the journey eastbound from Montrose Blvd. to Park Vista Dr.) indicates, if you’re headed into Downtown, you’ll need to turn around and head in the opposite direction somewhere to park in one of them. Here’s a video view of the journey westward from Park Vista (across from Eleanor Tinsley Park) back to Montrose Blvd., along which the spots are angled for easy entry:

If you’re wondering what horticultural death incident inspired the recent orange graffiti defacing the sign heralding Carnegie Custom Homes‘ townhome project at 1705 Waugh Dr. in Hyde Park (shown in the pic at top), an earlier photo of the site sent to Swamplot (below it) shows the estimated 120-plus-year-old oak tree whose removal sparked a yellow-ribbon-festooning and protest by neighbors back on Pearl Harbor Day. The tree, which stood at the corner of Waugh and Peden, in front of the former Waugh Dr. Baptist Church, was chopped down on December 9th.

Sears, 4000 N. Shepherd St., Garden Oaks, HoustonA scheme to demolish the 1949 Sears building at 4000 N. Shepherd Dr. and the Pine Forest Business Park behind it and replace it with an “Americana”-themed shopping center headlined by a new Sears store and a supermarket is only part of an unsolicited proposal sent to the national retailer, a representative of Weingarten Realty tells Swamplot. A brochure describing aspects of the proposal, which would replace the Streamline Moderne department store between Garden Oaks and Independence Heights with a higher density shopping center that the body copy implied would be styled in a manner akin to the residential designs of Frank Lloyd Wright, was posted online by the publicly traded REIT earlier this week.

Update, 2/19: Weingarten says the brochure was a “vision book” that was released to the public in error.

“The time is right for redevelopment” of the Sears at 4000 N. Shepherd Dr., declares a brochure published online earlier this week by Weingarten Realty. The brochure, which appears to be part of a proposal to Sears, which owns the 11.7-acre western portion of the site, says the REIT plans to partner with the retailer to turn the sleepy department store and the Pine Forest Business Park directly to its east into a “wonderfully connected and designed retail shopping destination for Garden Oaks, Oak Forest and neighborhoods around it,” including a new grocery store and restaurants.

No site plan is included in the presentation, but Weingarten notes that it plans to keep “the 2nd longest operating Houston Sears” open in some form throughout the redevelopment. “Weingarten’s vision is to acquire adjacent land,” then “temporarily relocate Sears into an existing building” — the Family Bingo Center at 641 W. Crosstimbers — before scraping and redoing the whole site.

“Does a building have diplomatic immunity to local ordinances if [its site] is deemed international soil?” asks Architect’s Newspaper reporter Jay Thomas, reporting on the variance request made on behalf of a new General Consulate of Saudi Arabia complex in Westchase — which Houston’s planning commission denied in December. The applicants for the variance appear to say yes, it does: “The Consulate should be considered foreign soil and should be allowed to develop the property as they have planned as long as it doesn’t harm the public in any way,” reads the application.

But the design team went ahead and applied for the variance anyway. Why?

Is H-E-B planning to build a new Bellaire store in the triangle-shaped block surrounded by S. Rice Ave., Bissonnet, and Cedar St., in the north corner of the Bellaire Triangle? This week’s Southwest News implies that the Texas-based grocery company is: “H-E-B has tentatively reserved Bellaire’s Civic Center auditorium on Feb. 24 for the Big Reveal: a new supermarket for Bellaire,” reads the page-one story, which also notes that engineers have submitted a planned development request with the city for an H-E-B at 5106 Cedar St., to be heard by the zoning commission on March 10.

But H-E-B Houston division president Scott McClelland tells Swamplot that the Cedar St. spot is only “one location we are considering. Because of the size and shape of the center, we would have to be innovative in our approach. We have not locked down firm plans at this time.”

According to the manager of banished-from-FM KTRU, a new low-power transmitter for the student-run radio station is to be constructed on top of Rice Stadium — now that the FCC has granted permission to the university to return to the airwaves. The new surprise announcement heralds a return to broadcast radio for the student-run organization after several years of internet-and-app exile. Amid protests from students and alumni, Rice University’s administration sold off the radio station’s broadcasting capabilities — including its 50,000-watt transmitter in Humble — to the University of Houston in 2010.

Construction of Lamar St. Bike Lane, Downtown HoustonOver the weekend construction began on the new bikeway meant to connect the heavily used trails along Buffalo Bayou west of Downtown with the Columbia Tap trail on Downtown’s east side — and from there to the trails along Brays Bayou and the Medical Center. The 2 blocks of Lamar St. between Smith and Bagby now have this green zone installed along their southern side, replacing curbside parking spaces on the one-way street. Additional construction is scheduled for every weekend between now and March 8, when the steadily growing green bike path will reach Discovery Green.

Thor Equities came out with a video this week showing whiz-around views of the Kirby Collection, its ready-to-go but (as of late January) still seeking construction financing mixed-use complex on the Kirby Dr. block surrounded by W. Main, Colquitt, and Lake St. And the New York development group is at long last dropping the (big) name of the design architect for the long-promised $125 million project: Richard Keating Architecture, which operates out of L.A. (Houston’s Kirksey Architecture is producing the construction documents.)

Proposed Heights Mercantile Retail and Office Complex,  7th St. at Yale St., Houston HeightsResidents near the section of 7th St. between Yale St. and Heights Blvd. have been discussing plans to turn the group of warehouse buildings long held by Pappas Restaurants into a 4-building “creative neighborhood and shopping destination” called Heights Mercantile. The Finial Group, which bought the properties from Pappas and a few other landowners last year, hired Austin architect Michael Hsu to come up with plans for renovating 3 of the buildings lining 7th St., tearing down the long warehouse lining Yale St. and replacing it with the new 2-story structure pictured above. The new project is a joint venture between Finial and a local investment firm called Radom Capital.

A notable feature of the 1.4-acre site plan is 3 stretches of head-in parking along 7th St. The plan shows 36 spaces on the north side of the street, facing the row of wooden bollards lining the hike-and-bike trail converted from the path of the former MKT rail line and 2 banks of 11 spaces in a row on the opposite side. Although head-in parking configurations dominate in some portions of the city (Rice Village, for example), new stretches of more than 4 spaces in a row have been prohibited by city regulations for decades.

The Pappas warehouses have head-in parking along 7th St. The developer not only wants to preserve and adjust that arrangement for the new development, but is asking the city to count these on-street spaces toward the required number of off-street spaces. The planning commission is scheduled to rule on the associated parking variance application this afternoon.

Proposed 33-Story Residential Tower for San Felipe St., HoustonAre we once again entering the “mightaswell” stage in the Houston real estate lifecycle? You know — the season for architecture firms near and far who’ve given up most hope that that bold, sorta-hush-hush, but definitively conceived-in-boom design they’ve been slaving over for the last several months will ever actually get built to come to terms with the idea that putting the pretty renderings on display for fans to gawk over what might have been isn’t such a bad consolation prize?

If so, these drawings of a 33-story residential tower on San Felipe — just west of Voss Rd., commenters on the HAIF message board figure — appear to be right on queue. They now appear in some of the new marketing materials of Dallas architects Humphreys & Partners, with no mention of a client. But a few details do come with:
