MIDTOWN SUPERBLOCK IN ITS FLOODED MUDPIT PHASE So as not to sully the footwear, yesterday’s groundbreaking ceremony for a park, underground parking garage, apartments, another smaller park, and a restaurant space or 2 on the Midtown Superblock was staged on a small imported pile of dry dirt next to a driveway facing Anita St., far from the giant holes filled with stormwater and mud that now take up much of the 6-acre site between Travis and Main St. south of McGowen. They were on their way to a dry, refrigerator-equipped hideaway at the Hotel Derek when a stalled train and some high water blocked their tracks: “Next thought: About 0.7 miles to the south was a multiplex. We could catch a late show. Afterward, surely, the rain would have stopped and the water receded. If not, this place at least had covered parking. All during the 10:45 show of ‘Mad Max: Fury Road’ — four other rain-soaked refugees had had the same idea — I couldn’t help thinking that if we’d had a truck like that of Charlize Theron’s character, I’d be asleep in bed instead of wondering how someone had managed to digitize her arm out of every shot. By 12:45 a.m., the rain had not stopped. For a while, we stood in the parking garage beside the car, and I tried to snap cellphone photos of the lightning. COMMENT OF THE DAY: A BETTER WAY TO TELL IF YOUR HOME IS GOING TO FLOOD Flooded Home“My neighborhood flooded in Allison in 2001, and then again on Monday night. I can’t tell you how many ‘so much for the 100-year flood plain‘ comments I heard walking up and down the street. What it really means is that it is a flood (or more properly a storm, or my favorite, ‘rain event’) that has a 1% chance of happening every year. So what that really means is that if you live in the ‘100 year flood plain’ you have a 26% chance of flooding during your 30 year note. And for many of these areas the 100-year storm on which these maps are based have 100 years or less of accurate rainfall data. A better rule of thumb is to remember: (1) if you live near a bayou and it rains A LOT, you will probably flood at some point. HOUSTONIANS THINK HOUSTON IS 63 PERCENT URBAN, KINDA Map of Urban and Suburban Zip Codes in Houston from FiveThirtyEightIn a guest post for ESPN’s FiveThirtyEight, Trulia’s chief economist trots out a bunch of maps and charts that purport to show that Houston, unlike the other 5 most populous U.S. cities, is actually only 63 percent urban. But among the lower-downs on that list, Houston isn’t the big suburban metropolis standout. Phoenix and San Antonio rate half of Houston’s urbanity, and even San Diego comes in at a sprawling 49 percent. Of course, there’s the small question of how anyone determines whether a place is urban. Trulia went with the old “know it when I see it” rule, rating a Zip Code urban if its residents called it urban, suburban if they called it so, and rural otherwise. But with only 2,008 responses to their online survey, the company had to resort to other measures to fill out its maps for Houston (above) and several other cities, including figures for the density of households within a particular Zip Code. COMMENT OF THE DAY: THE RENT RUSH Drawing of Apartments“One of the reasons rents have gotten pretty high in the last decade is people finally realized that owning a house is not what it’s cracked up to be. You can have a pretty decent apartment inside the loop for $2k a month which will only buy you about a $200k house which means you get an old small house between the loop and beltway, or a decent new house outside of the beltway. Also, you don’t start building real world equity in the house until after year 7 and coincidentally average time people live in a house is 5-7 years. Renting also allows for extreme flexibility in case your job changes, you create little clumsy clones of yourself, or simply don’t like changes in your neighborhood. METRO KEEPING NEW BUS ROUTES UNDER WRAPS UNTIL AUGUST 16 Bagged Bus Stop Sign on Bellaire Route 2, Bellaire, TexasEvery route sign at every bus stop in Metro’s service area should now have a plastic bag over its head, the transit agency says. Printed on those bags: the same old bus route numbers that’ve always been there, along with a couple of helpful phone numbers. Info on how the route will be changed come late summer should appear on vertical add-on signs lower on each pole. SUB-BOURBON REVOLVER GUNNING FOR OUTLAW DAVE’S WASHINGTON AVE SPOT Patio of Outlaw Dave's Worldwide Headquarters, 6502 Washington Ave., Woodcrest, HoustonThe owners of fellow just-shut-down Willowbrook Mall bar Revolver are now in possession of the remains of Outlaw Dave’s Worldwide Headquarters, Houstonia’s Katharine Shilcutt notes. And a reader tells Swamplot the new owners are already busy making changes for an in-town Revolver revival: “Someone is doing outside renovations (tore down wood fence and pouring slab for patio) right now, and a truck with an exterior logo that reads ‘Revolver sub-BOURBON social’ has been parked outside for a week.” Revolver, which may or may not upgrade from sub-Bourbon to the hard urban stuff, is now aiming for a summer opening. SAVING UPTOWN, HOUSTON’S MASTERPIECE, FROM THE SCOURGE OF DEDICATED BUS LANES Website of The Uptown Property and Business Owners CoalitionThe Uptown Property and Business Owners Coalition is out today with a new website (portrayed here) meant to drum up opposition to the Uptown District and Metro’s plans to install dedicated bus lanes down Post Oak Blvd. The lanes, the last vestige of what was once a plan for an Uptown light rail line, would run from dedicated bus lanes linking to the Northwest Transit Center all the way to the proposed Bellaire/Uptown Transit Center near U.S. 59 and Westpark, where they might someday intersect with a University Line traveling eastward from that point. But the team behind the website wants none of it: “Uptown is a Houston masterpiece. Why do they want to ruin it?” reads the copy on the home page. Meanwhile, an introductory blog post on the site encourages readers to attend a friendly “town hall” meeting, tomorrow night at the Uptown Hilton, in the company of “hundreds of angry business owners and Uptown area residents.” [Save Uptown; previously on Swamplot]

HOW TO BUY A HOUSE IN THE HEIGHTS FOR $150 213 E. 23rd St., Houston HeightsOr just pay $150 and don’t get a house at all! No, there are no missing zeros or Ks in that sale price, but there is a catch: Real estate agent and Houston Heights resident Michael Wachs says he’s accepting offers until June 13th, each accompanied by a nonrefundable offer fee of $150, for his family’s 2-bedroom, 1-bath bungalow at 213 E. 23rd St. The decision of which one to accept, he indicates, will be made by judging the best 200-word essay that accompanies it, not the offer amount. The required essay, he writes, should explain “why we should sell the house to you,” but include no names or identifying information: “The fee is nonrefundable if we find a buyer via this process. If we do not, we will refund the offer fee.” (He’s also discouraging his family and friends from applying: “It just would be fishy if our parents happened to have the best essay,” he notes.) Included on the website he set up to explain the sale — along with a handy form for collecting email addresses for his real-estate business and a bit of encouragement to support some hearing-aid legislation now under consideration in the Texas House — are a few photos of the property, a sellers disclosure, inspection report, and mold remediation certificate. COMMENT OF THE DAY: HOME IS WHERE THE CHEMICAL WASTE IS Southbend, Houston“I lived there from 1984-1990, from 2nd to 7th grade. I remember there being a ton of empty houses by the end. They never finished the neighborhood either, given that the problems occurred and people knew about it by the end. You’d have entire streets with 4 or 5 houses on it. My friends and I would play baseball, or football in those empty lots. We’d hit baseballs through windows of abandoned homes, and it’d be a dare to ‘go into that ghost house’ to get the ball back. I remember going back in 1993 or so, and the entire place was empty, boarded up. It was sad. My dad and I hopped the fence and walked back to where our house was. We were there for about 5 minutes when the police came and wanted to know what the hell we were doing. Apparently, it’d become a place for squatters. By 1995 the entire neighborhood was bulldozed to the ground. Now just an empty field. Yes, my dad lost a ton on that house. But we were part of that settlement that is mentioned. Paid for a small portion of my college, will pay for a tiny portion of my kids’ college. We were lucky in that I didn’t have any defects (that I know of), and my sister seems alright as well, though she had severe migraines at the time. It was a weird situation, especially for a 7-12 year old. But, I didn’t know it was ‘odd’ at the time. I just thought that it was cool, that I could break a window, or climb into a back yard to get a ball back, at a house that sat empty for 4 years. MENIL COLLECTION WINS SPECIAL APPROVAL FROM CITY OF HOUSTON TO PAVE LESS Planned Changes to Menil Collection, Showing Boundaries of Special Parking Area, Montrose, HoustonWith the approval granted by city council today, the 30-acre campus surrounding the Menil Collection now qualifies as Houston’s first-ever special parking area. The new status will allow the Menil to provide just 1.8 spaces per 1,000 sq. ft. of gallery, bookstore, and classroom space within the district, rather than the 3 per 1,000 sq. ft. normally required under city ordinances. The rules would apply on the blocks bounded by W. Alabama, Mandell, Richmond, and Yupon and Graustark. A plan delineating these boundaries included in a parking study conducted for the Menil (above) shows — among other additions provided for in the institution’s new master plan — a new park on the middle portion of the site of the Richmont Square Apartments, immediately south of the Menil Drawing Institute, now under construction along an eastward extension of W.
