Epicurean Express, that long-awaited little bodega-style grocery store in East Downtown, opened quietly early this week in this strip shopping center at 2018 Rusk St., at the corner of St. Emanuel — about 10 months after its originally scheduled opening date. Swamplot photographer Candace Garcia reports a bit more work will be needed inside before the 3,500-sq.-ft. store just down the street from Warehouse Live — which includes a small area for cafe seating inside — is fully stocked. You’ll want to wait a few more weeks before sandwiches are ready at the deli, too.

This drive-by pic of the former Fu’s Garden Restaurant space at the corner of Kirby and University shows what looks to be the exfoliation of some of the building’s 1950s-era accoutrements. The longtime Rice Village restaurant closed quietly several months ago: “They seem to be removing the vertical louvers from the second story and boarding over the windows,” notes the reader who sent in the photo.

Any truth to the rumor — a reader wants to know — that the former Kmart space near the Burlington Coat Factory in the shopping center on the west side of Hwy. 290 near 43rd St. is going to be a brand-new H-E-B Market? Some, it turns out. It’s going to be the third-ever Joe V’s Smart Shop, H-E-B’s Scott McClelland tells Swamplot. (The first Joe V’s — H-E-B’s new bigger-store-with-less-stuff-for-less-money grocery format — opened last year on Antoine near Veterans Memorial.) A fourth Joe V’s is slated for the northern reaches of Shepherd Dr. near I-45, at Victory Dr.

Thank you, readers, for all the pix you’ve been sending of the ongoing strip show on Lower Westheimer just east of Montrose. Why are the outside walls now gone from the former Felix Mexican Restaurant? Termites ate ’em — or at least polished off enough lard-laden cellulose to require the entire exterior wood structure to be rebuilt. And really, how could the new walls going up for Austin sushi import Uchi — which will reportedly have “many of the same exterior features” as its Tex-Mex predecessor — taste any better?

This somewhat industrial stretch of Berry Rd. just west of Irvington on Houston’s Northside will soon be home to a new food-and-entertainment strip center developed by the Alamo Tamale Company. The 21,000-sq.-ft. theme center and parking lot were designed by Cisneros Design Studio Architects (local ethnographers among our readers may recognize Cisneros as the designer of Katy’s recently shuttered Forbidden Gardens). Lining up on the south-facing strip at 809 Berry will be the best in tamale-themed entertainment: a full-service restaurant, a cantina open late, a panaderia that’ll open early, a banquet and reception hall, and a raspa and dessert bar open primarily on weekends. But the featured destination will likely be the new Alamo Tamale storefront itself, next door to the company’s existing handmade tamale HQ. You should be able to pick it out quickly — it’s the one with the Alamo-like facade:

A new “final” rendering is out for the second phase of Blvd Place, which includes a brand-new 48,500-sq.-ft. Whole Foods Market near the corner of Post Oak Blvd. and San Felipe just north of the Galleria (and yes, only a few feet east from the old Eatzi’s location), as well as two 4-story mixed-use buildings flanking it along Post Oak. Plus: a parking garage in back. The 4-story buildings (marked 1N and 2 on the recently updated site plan below) will have 2 office levels above 2 floors of retail, like the lone building in Blvd Place’s first phase, which opened last year a block south. Wulfe & Co.’s Elise Weatherall tells Swamplot the remaining portion of the old Pavilion on Post Oak on the site will be demolished this fall; construction on the new Whole Foods and the adjacent buildings is scheduled to begin about the same time, with everything opening in the first half of 2013.

Opening date for the brightly colored new 40,450-sq.-ft. Whole Foods Market on West Dallas and Waugh: June 22, the company reports. What about farther afield? A Whole Foods spokesperson says the company has no current plans for a store in Katy, but Nancy Sarnoff reports sources have told her the grocery retailer “is in negotiations to put a 30,000 square-foot store at the corner of Grand Parkway and Fry Road.”

Atlanta’s Post Properties has announced that it’s ready to get started with a third phase of its Midtown Square mixed use development, notes Houston’s InnerLooped blog. A rendering of the project on the front cover of a recent company financial report (above) may not be the latest, though — that looks like a 2005 date scribbled in the bottom right corner. The $21.8 million development will include 124 apartments and 10,864 sq. ft. of street-level retail and should begin opening mid-to-late next year, the company says. The apartment units should run a little smaller on average than those in the existing Post Midtown Square complex at 302 Gray St. Post Properties hasn’t responded to our request for details about the development’s exact location, but the rendering appears to show the view looking east from the narrow corner of West Gray and Webster in the Fourth Ward, a few blocks west of Post’s existing outpost of street activity.

WEST AVE READY TO PUSH WEST Catie Brubaker reports that West Ave is set to begin construction on an expansion in January, consisting of 270 new apartments and 150 new retail parking spaces. The new development will go in the fenced area west of the existing garage, north of Kipling St. and just south of the Regency House condos. Isn’t this area marked “Phase III” on circulated site plans? Yes. The much larger development originally labeled Phase II — stretching all the way south to West Alabama and west to Virginia St. — has now apparently been switched to a later, third phase. Planned for  that much bigger extension: “350 multifamily units, a 175-key hotel, 100k SF of office, and an additional 275k SF of retail. LOOK OUT FOR SPROUTS Next little grocery chain likely to show up in Houston: Sprouts Farmers Market, out of Arizona. Page Partners managing principal Ed Page tells Nancy Sarnoff he’s “actively negotiating on some sites right now” for the fast-growing retailer to set up shop. Where? He wouldn’t say. But in Southern California, Sprouts took over a couple of former Circuit City stores, without even pulling the plug. GULF FREEWAY OUTLET MALL SITE: UP FOR GRABS? A possible complication in those plans to put a new 95-store outlet mall between the Big League Dreams sports complex and the Bay Colony shopping center west of the Gulf Freeway in League City: The Galveston County Daily News‘s Laura Elder reports that the 35 acres of land Tanger Factory Outlet Centers was hoping to purchase out of bankruptcy for $8.7 million will be going up for auction instead in just 10 days. A bankruptcy court ordered the sale last week. Tanger announced the project in January, just days after the Simon Property Group announced its plans to build another outlet center, the 100-store Galveston Premium Outlets, just 4 miles to the south, in Texas City. GETTING CASH OUT OF THE HOUSTON PAVILIONS The Downtown Redevelopment Authority this week approved a loan of $3.3 million to the developers of the Houston Pavilions. But the mall’s developers likely won’t need to pay it back. According to a 2006 agreement that included a promised $14.3 million of TIRZ reimbursements and grants for the sleepy downtown redevelopment project, the developers would only receive the last $3.3 million payment once the retail portion of the project was 70 percent leased. At the moment — thanks in part to efforts by management earlier this year to prevent Books-A-Million from closing up shop there — the retail spaces are 62 percent full. Not a problem: The interest-only loan will tide the developers over until they can get their numbers up. COMMENT OF THE DAY: FREEING YOUR MIND AND YOUR NEIGHBORHOOD FROM THE SHACKLES OF THE RAT RACE “Reading these comments . . . I am stunned at the level of hyper-consumerism displayed by those who claim to be enlightened and conscientious stewards of our urban landscape. Every post regarding anything in the inner loop unleashes a torrent of demands for more retail…but only the RIGHT kind of retail…and only the RIGHT size and location. There are always several nuanced posts about what type of consumer good is the RIGHT one to buy, what type of purveyor is the RIGHT one to patronize, and what type of building is the RIGHT one to house said consumer goods. It strikes me that there is precious little attempt at limiting over-consumption, simply demand for the type of consumption that befits one who is attempting to burnish one’s green or socially conscious bonafides. Several years back, as I tired of competing for attention with the products that I purchase or wear, I noticed that once I limited my consumption, the concern over what type and location of the stores around me waned as well. I certainly do not care if the clerk selling me a $3 bottle of wine wears a Hawaiian shirt or a blue one, especially knowing that the company selling the wine engages in the same cutthroat business practices as all of the other retailers . . . This is why it matters not whether Walmart builds in the neighborhood, or Whole Foods, or Trader Joe’s. I spend so little at any of them that they aren’t moving here for me. Any of those stores (minus Trader Joe’s) would fulfill my weekly shopping needs, and the 1 mile drive once a week that I make isn’t hurting the environment nearly as much as the apparent daily shopping trips to buy the RIGHT products that many of my neighbors apparently make.” [Dave, commenting on Trader Joe’s Is Now Looking To Open Stores in Houston]
