Plan for Memorial Park Demonstration Project, Buffalo Bayou near River Oaks, Houston

in this week’s Houston Press, writer Dianna Wray wades into the murky waters surrounding the Harris County Flood Control District’s plan to move and rebuild the banks of Buffalo Bayou where it winds between Memorial Park and the River Oaks Country Club. The method of “natural channel design” the district plans to use in the $6 million project is meant to keep the bayou in place, using downed trees instead of concrete. But weren’t bayous born to wiggle? “If the Army Corps of Engineers approves the Memorial Park Demonstration Project permit application,” Wray writes, “construction workers could move in by the end of this year, using heavy equipment and saws to reshape the bayou according to a pattern that should, if the method is successful, lock the waterway into a form it will hold for generations to come. If the effort fails, the entire project could be blown down the river by one heavy flood, leaving nothing but naked, unprotected soil where the last of an ancient forest once stood.”

COMMENT OF THE DAY: WHAT KATYVILLE COULD HAVE BEEN Adjacent Uses“From Yale St. and I-10 all the way through the First Ward to I-45, there are so many large commercial tracts that are on the market or coming on the market that you could build a whole new city. The Mahatma Rice plant is huge. The tract from Detering to Grocer’s Supply is huge. There are tons of other lots ready for redevelopment all along the Washington Corridor east of Yale St. We all know that traffic will get much worse as thousands more residents come into the area to live, shop, work and play. But the idea that traffic is just going to happen no matter what is silly. Smart development and infrastructure improvements can make a huge difference. When retail, residential and office are placed in the same development, you always reduce car trips. I used to work just outside the loop in a typical spec office building with no retail nearby. Worst traffic in the garage was at noon as everyone was scurrying out of the building to go get lunch. I now work downtown in a building that is in Houston Center. Hardly any traffic going out of the building, despite being many times bigger, during lunch as there are ample places to eat in the food court. The problem with redevelopment along Washington Ave is that everyone is just doing their own thing without any regard for trying to make the area conducive to work/shop/live/play without being reliant on cars. And the City still suffers from low self esteem and is happy to give out tax gifts without requiring any sort of return benefit. The result is that there is no connection between the retail development (largely single story title wall strip malls), residential (mostly disconnected pencil boxes) and office (an odd tower at Waugh and not much other new development). Had a single developer had control over all the available property, we could see a transformative development like a giant City Centre meets West Ave meets Post Oak Midtown. Instead, we get an odd mish mash of retail, office, and residential with little infrastructure improvements to mitigate the impacts (not even a right turn lane on Yale St. SB at I-10, which would make a huge difference). With the First Ward’s accelerating townhomification, the fate of this vintage Victorian could have been different. Restoration won out, however — as indicated by the snazzy new tin roof, crisply redefined porch, and perked-up paint on the recently completed overhaul. It’s located in Barclay Estates, a subdivision south of Spring Street Studios and the Heights Bike Trail. The project’s more extensive efforts included disassembling and stripping the windows and trim and sealing the original paint of the bead board ceilings and walls. Other improvements included all new plumbing and electrical wiring. Reportedly an 1899 home, the property appeared on the market with the new year and has a $339,999 asking price.

5746 Larkin St., Cottage Grove, HoustonReader Seán Judge notes the recent transformation of a warehouse property on Larkin St. near the corner of Sherwin in Cottage Grove, where something that “LOOKS like a little restaurant” is taking shape from a once-ramshackle property presided over by a metal building: “There’s a bunch of ‘parking lot’ space on one side, and what look like bistro tables sitting outside the building,” he notes. “It is definitely looking at least bar/loungey with a lot of liquor, cushy seats, tables outside. And a sign on the door saying ‘Private Party: Thank you. Management.’ . . . Any idea what may be going in there?”

Grocers Supply, 3000 Hicks St., Houston

The group that completed the purchase of a 15-acre agglomeration of tracts at the southwest corner of I-10 and Studemont this week says it’s planning a mixed-use development for the site, including an apartment complex. Most of the land was owned by Grocers Supply, which has operated a 232,352-sq.-ft. produce warehouse and big-rig parking lot there for 42 years. The facility at 3000 Hicks St. is yet another chunk in the First Sixth Ward-area once-industrial swath south of the Heights that’s been turning to big-box-flavored retail bit by bit over the last decade, and now stretches from Target on the east near Sawyer to Walmart just west of Yale St. Here’s an aerial view of that district from 1990, when it was still entirely industrial (you can see the western edges of Downtown in the background):

It measures only 768 sq. ft., but a brightly painted 1930 home trims out its few rooms and doles them out in squared-off 12-ft. increments. The aquatic property is in the Shearn subdivison, located a block south of the Heights Hike-and-Bike trail and up the street from the back of Crockett Elementary’s campus. (Spring Street Studios is also nearby.) The little cottage’s entirety would likely fit inside the footprint of one of the towering townhome units cropping up nearby; waves of redevelopment are drawing nearer. Over the weekend, the property’s relisting by a new agency dropped the price to $224,000;  an initial listing in August 2013 got the ball rolling at $237,900. Will a wrecking ball be next?

Retention Pond Along White Oak Bayou Between Shepherd and Yale, Houston Heights

A reader sends in pics showing how construction is progressing on the 3 retention ponds along White Oak Bayou TxDOT is building between Yale and Shepherd — and hoping to trade them for any available updates about plans for the adjacent segment of the planned bayou-side path: “Looks like they are making progress with tree planting and installation of pavers on the slopes. They have left a wide swath of level ground around the entire perimeter. They are still doing earthwork on the north end, and it looks like they still need to excavate more soil from the center pond, but you can make your way around all three detention ponds.”

WHEN THE BROKER YOU SIGN WITH SUES YOU When you’re looking to buy a home, do you sign an agreement with an agent before that agent has shown you any properties? Testifying in a trial going on now at the Harris County Civil Courthouse downtown, a former VP of sales for real estate firm Urban Living says it was the firm’s policy not to show customers any homes unless they’ve signed a buyer representation agreement first. And that’s what’s landed Christopher Drummond, buyer of the townhouse drawn above at 4245 Dickson St. in Magnolia Grove, in court: The parent company of Urban Living is suing Drummond for the commission it says the company should have earned in 2011 after Drummond found and purchased the home using a different broker. Drummond claims Urban Living didn’t explain what the agreement required of him when he signed it, and that the company hadn’t used its “best efforts” — as the document requires — to find him a home. Drummond heard about the Dickson townhouse, then under construction, from a Sudhoff Properties agent he met at a party. This building at the corner of Washington Ave and Wagner between Studemont and Heights Blvd. will soon be the home to a restaurant-bar-market combo called Lucky’s Urban Eats. At least that’s what Swamplot reader Debnil Chowdhury has deduced, from careful study of the TABC notice now hanging in the window — and the new venture’s website. Heights-area homebuilder Robert Sanders Homes put a new brick facade on the older 2-story structure (which it owns) back in 2005; more recently, the company tacked on the stucco-clad addition to the east side of the building, which is adjacent to Houston Fire Station No. 6. Here’s a pic of the new storefront of Houston’s 3rd Three Brothers Bakery. You can see it for yourself at 4602 Washington, between Shepherd and Patterson. (It’ll share that retail center with Bedrock City Comics.) Apparently, behind those mirrored windows there’s quite a buildout of the former District Lounge going on: This new location will be open a bit later than the others and will include a coffee bar and patio where you can chill outside with your dawgs. Or dogs. Both, it seems, will be welcome. There’s been no opening date announced, but a PR rep says that the place should be ready to go early next year.

The bids that were submitted to HISD yesterday to buy the Law Enforcement and Criminal Justice High School in Magnolia Grove rang up almost $5 million more than those the first time around in July: Neighboring St. Thomas High School is still in the running to purchase the 11-acre campus on Dickson St., just north of Memorial Dr. and Buffalo Bayou; it offered $45 million, compared with the $42 million the private school said it would pay in July. But St. Thomas was again outbid, this time by an entity called Elk Mountain Ltd. — connected, it appears, to the Gordy Oil Company — which submitted a flat $47,927,114.

Maybe this mystery has been solved: That old building at 908 Henderson just a block south of Liberty Station on Washington Ave is being converted into a restaurant called Big Eyed Fish. The owners just started posting some pics of the renovations to a Facebook page, and a new website promises that the place — “think southern upscale cuisine,” the website explains — is opening soon.

The owner of Hughes Hangar is building another bar about 50 ft. away on Washington Ave. Culturemap reports that the De Gaulle, rendered here with old-timey airplane, will share the property at 2811 Washington that backs up against the Washington and Glenwood Cemeteries. Owner Bien Tran explains to Culturemap that the concept’s name, design, and accoutrements, all right across Rue Washington from that recently opened Sonic, “will create an old world Parisian atmosphere complete with a miniature Eiffel Tower.” Opening night will be Halloween, Tran hopes, following an Edgar Allan Poe theme party.

Now have at it: SmartGeometrics has made available for free on a website launched yesterday the data from 3D scans of the allegedly leaky, 87,500-sq.-ft. 1927 underground water reservoir near Sabine St. along Buffalo Bayou. Though the Buffalo Bayou Partnership would like to do something cool with the “accidental cathedral,” as Houston Chronicle columnist and cistern sympathizer Lisa Gray has called it, there’s no more funding available. Thus, the partnership is hoping some smart cookie who knows her way around AutoCAD (and programs like it) will use this free data to come up with an idea that woos someone or something else — like, say, Bud Light — to pay to make it happen.
