Here’s a map from the city showing which streets will be closed Downtown this Sunday morning for the controlled demolition of the 10-story, 791,000-sq.-ft. former Foley’s and Macy’s. Unfortunately, the closures appear to hinder access to the best views of the falling 1947 Kenneth Franzheim-designed shopping box. In fact, the Houston Chronicle cites a fire department press release that might frustrate any interested parties: “[T]here will be no ‘safe viewing site lines’ to observe the implosion.”

All day Friday these 3 parking spots in Market Square in front of Frank’s — and where Hines wants to build that 33-story residential tower — will be unavailable. Why? Well, Gensler and the Houston chapter of the American Society of Landscape Architects (including firms Asakura Robinson, SWA Group, M2L, and Elizabeth Austin Landscapes) are gonna be using ’em to set up a parkette for National Park(ing) Day.

Just as the similarly hopeful Better Block project attempts to reproduce pedestrian-friendly street life for a few hours in a controlled environment, these wee pop-up parks work like dioramas of urban leisure: A rep tells Swamplot that a shade structure, trees, shrubs, and board games (checkers and Jenga, yo!) will be rolled in and set up here at 417 Travis from 8 a.m. to 5 p.m. for anyone who wants to park it and stay awhile.

Additionally, a group of architecture students from Texas Tech are trying to stimulate the same simulation at the corner of Leeland and St. Emanuel in East Downtown, near the food trucks at the Houston Food Park.

That retail task force that Mayor Parker put together about the same time that Macy’s announced it was closing the Downtown store came through with its first report yesterday, recommending that Dallas St. between Milam and La Branch — or between the hotels on the west side of Downtown and the hotels, Discovery Green, and George R. Brown Convention Center on the east — be prettied up into a kind of retail promenade. And the task force recommends that it happen sooner rather than later, in time to capitalize on the disposable incomes of the hordes coming to town for the NCAA Final Four in 2016 and the Super Bowl in 2017.

The rendering above, included in the report, shows a Kardashian body double strolling through the intersection of Main St. and Dallas; the Sakowitz building, catty-corner across from the to-be-demolished-in-a-week Macy’s, would pair with GreenStreet to anchor the linear district and provide similar photo opportunities. It appears that the task force hopes to lure national retailers and rally existing tenants and landowers, like Hilcorp, to the cause with tax breaks and other incentives, including waiving the city ordinance requiring that signage Downtown be no taller than 42.5 ft.

It appears that Hines and Ziegler Cooper have changed their plans a bit for that 33-story mixed-use tower to go catty-corner from Market Square Park. The new drawing at the top was submitted earlier today to the Historical Commission; the drawing at the bottom, you’ll remember, was the original.

Additionally, the application for a Certificate of Appropriateness to build here in the historic Main Street Market Square District also includes 2 full elevations of the building — described as a 25-story, 289-unit apartment tower perched atop an 8-story podium, with 7 levels of parking and ground-floor retail:

A reader sends this rendering of the skybridge that would hook up the existing Chevron buildings Downtown with the new 50-story big blue tower planned to rise at 1600 Louisiana and Pease, on the site of Kenneth Franzheim’s torn-down Downtown Y. The reader says that the new HOK-designed tower could rise as high as 830 ft., “making it the third tallest building downtown.” (Which, this rendering suggests, would invite backpack-wearing tourists to gawk and take photos.) A few other details: “The 4th floor will have an outdoor cafeteria and event space while the recently purchased parking garage will have two new floors added to house a new fitness center.”

As many as 8 new bike-sharing stations could open inside the Loop in the next 2 weeks. Will Rub, director of Houston B-Cycle, tells Swamplot that permits are in hand and the bikes forthcoming for these 5 stations: Spotts Park, at 401 S. Heights Blvd; the intersection of Taft and Fairview, at 2401 Taft St.; the Menil Collection, at 1529 W. Alabama St.; Leonel Castillo Community Center, which is undergoing a restoration at 2109 South St.; and the intersection of Milam and Webster, at 2215 Milam St.

And Rub adds that 3 other locations are just waiting for their permits: Stude Park, at 1031 Stude St., and 2 others east, for the first time, of the Southwest Fwy.: Settegast Park at Garrow and Palmer in the Second Ward, and Project Row Houses at Holman and Live Oak in the Third Ward. Rub expects those to be ready to roll September 19th or 20th.

Provident Realty closed yesterday on the former Texaco Building at 1111 Rusk, catty-corner from BG Group Place, and says it will begin renovations and new construction on this Hnedak Bobo Group-designed residential highrise just as soon as it can get the permits.

Yesterday’s announcement doesn’t specify how high the new highrise will rise, but info that Swamplot published in May suggest that it could stand as tall as 38 stories. Houston Business Journal reports that the project, on the block bound by Fannin, San Jacinto, Capitol, and Rusk, will tap into the tunnels, and there will be 309 units in all, with a 550-car parking garage and 8,000-sq.-ft. of ground-floor retail.

COMMENT OF THE DAY: DOWNTOWN ORTHODONTIA “I think it looks like the goal is to create a cluster, rather than a monolith. That makes sense in that part of town. As is, to me Houston’s skyline seems to suffer from a ‘gap tooth’ effect created by all of the standalone buildings. I think more blocks with multiple height buildings on them would make our skyline look more interesting. Hines and Ziegler Cooper have presented this drawing (and several maps and site plans) to the Historical Commission in their bid to build a 33-story residential tower on the Downtown block bound by Preston, Prairie, Main, and Travis, catty-corner from Market Square Park. Unfortunately, there’s no image available of the whole thing. (You’ll have to extrapolate upward, as they say.) But the application materials for a Certificate of Appropriateness to build in the Main Street Market Square historic district show that the once-rumored tower would comprise 25 stories and 289 residential units atop a 7-level podium parking garage atop 1 level of retail on the street.

That parking garage would be accessed from Travis St., right next to Frank’s Pizza and the former Cabo spot. (Which will become El Big Bad soon enough.) The tower, as drawn, appears to inch toward this block’s other buildings: There’s Georgia’s Market in the old Byrd’s Department Store on the corner, the 1924 Alfred C. Finn-designed State National Bank Building and the 1925 Public National Bank Building, all of which face Main St.

The Art Guys are in there somewhere: On Friday the mischievous duo executed Good Fences Make Good Neighbors, the latest of their yearlong series of 12, umm, performances. Cocooning themselves in these 6-ft. sections of privacy fencing, Jack Massing and Michael Galbreth proceeded to spend 2 hours publicly scuttling about the reflecting pool and Hermann Square in front of the Joseph Finger-designed City Hall.

Mark your calendars! The implosion of the big brick box that used to shelter Macy’s and Foley’s has been scheduled bright and early: It’ll go down at 6:10 a.m. Sunday, September 22. The Kenneth Franzheim-designed department store at 1110 Main St. has already suffered some selective chunkage, and it looks like serial crusher Cherry Demolition will be in charge of setting off the final charges.

Though Cherry is pretty experienced with this sort of thing, the building’s proximity to the light rail line seems to have spurred Metro into some serious contingency planning: Internal documents show that Metro has set up alternative service for anywhere from 2 days to 3 weeks in case something goes wrong.

Here’s the plan: The trains will stop running on the evening of Friday, September 20, to give Metro plenty of time to remove poles, wires, brackets, supports, etc. A contractor has been hired to “Utilize Containers,” says those documents, and build a wall around the water spouts and decorations at the Main Street Square station catty-corner from the building. Meanwhile, Metro will be double-checking its insurance policy.

GREENSTREET, GETTING GOING Just 4 short months after that party it threw for itself, GreenStreet might start becoming something more than a new name and a few signs, reports the Houston Business Journal. Though graffiti artists worked in June to enliven some of the former Houston Pavilions infamously inward-facing spaces with murals, it seems real construction — expected to last between 6 and 9 more months — will begin in a few weeks. The thrust of the renovations? CHEVRON GETS A CHEVRON-SIZED TAX ZONE DOWNTOWN To further persuade Chevron to build that 50-story tower that it told everyone back in July that it was gonna go ahead and build, city council voted unanimously yesterday to create a tax abatement reinvestment zone for the 2 acres on which the tower would stand at 1600 Louisiana. The resulting cash should help Chevron replace a sewer line on the former Downtown YMCA property, the Houston Chronicle reports. And the Houston Business Journal’s Shaina Zucker adds up all the incentives that might be coming to help out the energy giant: “[The zone] could mean $2.7 million to $3 million for the company . . . . That money would be in addition to the $12 million it could receive from the Texas Enterprise Fund, which Gov. The folks over at Alloy Build think they’ve got a way to fix Houston and other sprawling cities like it: Get rid of the cars! The average vehicle, Alloy Build finds, just sits there doing nothing in a parking space for 21 hours a day. Why not use that space for something else? Once the cars are gone, the Boston design consultancy and think tank supposes, parking lots and garages and surface roads won’t be necessary anymore, either, freeing up all the wasted space in not-quite-dense-enough areas like Downtown to be grouped into dense, walkable “city cells” (i.e. neighborhoods). You’d have your office, your gym, your wine bar all right there inside your cell: It’s called “Shuffle City.”

It’s a little fanciful, the notion that Houstonians would just give away their cars. How would we get around? Well, “Shuffle City” is based on the assumption that we would freely relinquish the “ownership model” in favor of a system of shared self-propelled people-moving pods (shown at right) tracking along designated routes that encircle those “city cells.” Why drive, when you can pod? These appear to work the same way iTunes does: You can select the destination you want — Office, Gym, Vinoteca — or you can shuffle and see where the thing takes you. You know: For fun!
